This program is designed to select candidates with accounting and auditing education - and, for higher appointment levels, experience - for entry-level professional positions in various New York State agencies. Whether by advancement through a Traineeship or direct appointment, you will be able to achieve a Salary Grade 18 position in which salary advances will lead to a job rate of $55,954. There are further advancement opportunities through promotion.

Appointees who work in Dutchess, Orange, or Putnam Counties will receive an additional $651 annual mid‑Hudson adjustment.

MINIMUM QUALIFICATIONS: On or before the date of filing your application, you must have

For 20-802: A bachelor’s degree including or supplemented by 24 semester credit hours in accounting and/or auditing courses (see Note 3 regarding accreditation).

For 20-803: In addition to the requirements above, you must also possess six semester credit hours in data processing.

For 20-822: Same as for No. 20-802 AND

Either 1: a currently valid Certified Public Accountant license and registration issued by New York State;

Or 2: a master's degree in Accounting AND one year full‑time professional accounting/auditing or financial internal or field audit experience, responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or opinions or recommendations on, financial statements in accord with generally acceptable accounting principles;

Or 3: two years full‑time professional accounting/auditing or financial internal or field audit experience as described in #2.

Not considered qualifying are activities restricted to bookkeeping, maintaining/auditing payroll records or accounts receivable/accounts payable, or preparing tax returns.

For 20-823: Same as for No. 20-803 AND

Either 1: a currently valid Certified Information Systems Auditor designation by I.S.A.C.A;

Or 2: a master's degree in Accounting AND one year full-time professional accounting/auditing experience responsible for analysis and evaluation of information systems in a financial environment, including platforms, network infrastructure, and operational practices;

Or 3: two years full-time professional accounting/auditing experience described in 20-822 of which one year must have involved responsibility for analysis and evaluation of information systems in a financial environment, including platforms, network infrastructure, and operational practices.

NOTES:

  1. Appropriate part-time and volunteer experience, which can be verified, will be accepted on a prorated basis.
  2. New York State residence is not required.
  3. Your degree and/or college credit must have been awarded by a regionally accredited college or university or one recognized by the NYSEducation Department as following acceptable educational practices. If your degree and/or college credit was awarded by an educational institution outside the UnitedStates and its territories, you must provide independent verification of degree and course-by-course equivalency. You can write to the Examination Information Desk of the Department of Civil Service for a list of acceptable companies who provide this service. You must pay the required evaluation fee.
  4. Some field audit positions may require that you have a valid license to operate a motor vehicle in NewYork State or otherwise demonstrate an ability to perform the required field work if public transportation is not available. You will be advised of this at the employment interview.

THE POSITIONS: These positions exist in all areas of New York State EXCEPT New York City and the surrounding counties (Downstate equivalent examinations are 20-804 and 20-805; and 20-824 and 20-825).

SUBJECT OF EXAMINATION: For all exams, there will be a test which you must pass to be considered for appointment; it is designed to test for knowledge and ability in general accounting, general auditing, understanding and interpreting written material, understanding and interpreting tabular material, and preparing reports and official documents. Please be aware that we cannot provide copies of previous tests or study material.

ELIGIBLE LIST: Candidates who meet the qualifications and pass these examinations, will have their names placed on the eligible list in the order of final scores, regardless of the date on which they filed for the test. The names of qualified candidates will remain on the eligible list for two years.

RETEST POLICY: The Department of Civil Service continuously accepts applications for this examination series. However, there is a six-month retest policy. We encourage qualified applicants who would like to retake this test to reapply approximately six months after their most recent test. A new OC-APP form and application supplement (and, if applicable, foreign degree and course-by-course equivalency) is required. Appeal of ratings will not be allowed as the opportunity for retest exists.

TEST HOLDINGS: Testing will be conducted at various New York State locations. If your application is approved, you will be contacted to set up an appointment. You may take the test either in a written format or on an office computer. Testing in the Albany area will be on computer only. If the latter, you do not need to know how to use a computer to take this test; a simple introduction will provide all the information you need.

ADVANCED PLACEMENT: If appointed from Trainee eligible lists 20-802 or 20-803, you will enter a two‑year Traineeship leading to the journey level title. However, if beyond meeting the minimum qualifications, you have at least one year of the professional experience described in the minimum qualifications for Exams 20-822 or 20-823 respectively or a master's degree in Accounting, you may be appointed to the Trainee 2 level, reducing the Traineeship time by one year. You must inform the hiring agency of this experience or possession of master's degree in Accounting at time of interview.

MULTIPLE EXAMINATIONS SCHEDULED FOR THE SAME DAY: With the exception of written tests announced by NewYork City, if you have applied to take a written test announced by a local jurisdiction (county, town, city) scheduled to be held on the same test date as this written test, you must call (518) 474-6470 in the Albany area or toll free at 1-877-697-5627 [press 2, then press 1], no later than two weeks before the test date, to make arrangements for taking all tests at one test site. All tests will be held at the state examination center.
