State University of New York
The State University of New York is the nation's largest comprehensive system of higher education. The University enrolls about 370,000 students, and employs over 75,000 facility, administrators, and staff. Each year, the State University of New York awards over 30,000 associates, 29,000 bachelors, 8,000 masters, 1,000 first professional, and 1,000 doctoral degrees. This is accomplished through the University's 30 community colleges, 13 arts and sciences colleges, four research universities and two academic health centers, five specialized colleges, five partnership colleges, and five residential campuses that comprise the University College of Technology. Department of Health
The Department of Health (DOH) is responsible for the administration and enforcement of the Public Health Law, the State Sanitary Code, the State Hospital Code, and the Medicaid program. It has general supervisory responsibilities for the work of all local health authorities. It maintains vital records and responds to disease outbreaks and environmental hazards. The Department also operates a rehabilitation hospital, the State Veterans' Home, a cancer institute, and the Wadsworth Laboratory and Research Center. Office of Children and Family Services
The Office of Children and Family Services (OCFS) was established in 1998 to improve, strengthen, and integrate services to the State's children, youth, and other vulnerable populations. The agency mission is focused on promoting the well-being and safety of our children, families, and communities. OCFS has wide-ranging responsibilities for the provision of services including: programs and services involving foster care, adoption and adoption assistance; child protective services including operating the State Central Register for Child Abuse and Maltreatment; preventive services for children and families; pregnancy prevention services; child care and referral programs; and protective programs for vulnerable adults. OCFS is also responsible for the functions performed by the State Commission for the Blind and Visually Handicapped. Additionally, OCFS administers and manages residential facilities and specialized programs for over 2,000 youth remanded to the Office's custody by family and criminal courts. It coordinates State government's response to the needs of Native Americans on reservations and in communities, and is responsible for the licensing and certification of locally operated and not-for-profit residential facilities, foster care and adoption agencies, and day care providers. Office of Mental Health
The Office of Mental Health (OMH) has a large, multi-faceted mental health system which serves over 500,000 individuals each year. OMH operates psychiatric centers across the State and regulates, certifies, and oversees more than 2,500 programs which are operated by local governments and nonprofit agencies. These programs include inpatient, outpatient, emergency, community, support, residential, and family care programs. OMH also works toward a more effective public mental health system which values recovery, hope, excellence, respect, and safety. Office for People With Developmental Disabilities
The Office for People With Developmental Disabilities (OPWDD) developed a comprehensive, integrated system of services to promote and attain independence, inclusion, individuality, and productivity for persons with developmental disabilities. OPWDD serves the full range of needs of persons with developmental disabilities by expanding the number and types of community-based services, developing new methods of service delivery, improving the equity, effectiveness, and efficiency of services, and establishing accountability for carrying out the policies of the State with regard to such persons, and developing programs to further the prevention and early detection of developmental disabilities. In partnership with families, staff, private providers and local governments, and the people who receive services through the agency, OPWDD seeks to improve the quality of life for individuals and their families through the provision of quality, cost-effective services. Office of Alcoholism and Substance Abuse Services
The Office of Alcoholism and Substance Abuse Services (OASAS) plans, develops, regulates, and funds prevention programs, treatment facilities, and research activities concerning alcohol and other substance abuse. OASAS also provides some direct treatment services. There are 1,000 certified treatment programs in the State, 500 prevention agencies, and the Research Institute on Addictions in Buffalo. OASAS credentials alcohol and drug abuse counselors, presents statewide training, advocates on behalf of its constituency, and helps to develop statewide services involving health, human services, employment, education, and criminal justice organizations in the private sector and in all levels of government. Department of Correctional Services
The Department of Correctional Services (DOCS) is responsible for the secure confinement of convicted felons and the preparation of these individuals for successful reintegration into the community upon release. The Department, headed by a Commissioner, has more than 31,000 employees to operate 70 facilities, housing a total of nearly 71,000 inmates. Each correctional facility is headed by a Superintendent and executive staff to oversee the daily operation of the nation's third largest state prison system.
