NEW ROCHELLE CIVIL SERVICE COMMISSION
RATED "VERY GOOD"

The New York State Civil Service Commission has issued a report rating the administration of the merit system in the City of New Rochelle "very good."
The Department of Civil Service periodically conducts reviews of local jurisdictions to assess the effectiveness of their merit system administration. The reviews look at their practices for adopting and enforcing rules regarding employment, classifying positions, conducting an examination program, ensuring that qualified and permanent appointments are made, submitting timely reports, maintaining records, and reviewing and certifying payrolls as they are required under the New York State Civil Service Law.
"It is vital that a municipal Civil Service Commission operate in a manner that is perceived by the public as credible, trustworthy, fair, and efficient while administering the Civil Service Law and Rules," said Nancy G. Groenwegen, who is president of the New York State Civil Service Commission as well as head of the Department of Civil Service.
The review was conducted by staff from the State Department of Civil Service in cooperation with the city's Civil Service Commission. Members of the city commission are: Chairperson Domenic Procopio, Commissioners Margaret Chadwick and the Rev. Fetson Leak, and Civil Service Administrator Beverly Silverman. There are six possible ratings for such reviews: excellent, very good, good, fair, poor, and unsatisfactory.
New Rochelle's rating of "very good" is based on the following:
- The text and appendices of the New Rochelle Civil Service Commission's Civil Service Rules are regularly amended and are in conformance with the requirements of Civil Service Law.
- The Civil Service Commission effectively manages new and existing position classifications. The procedures adopted by the Commission to classify positions are sound and in compliance with law and rules.
- The Civil Service Commission maintains an active examination program although efforts should be made to recruit more candidates for examinations.
- The Commission properly manages the process for making permanent, provisional and temporary appointments.
- The Commission maintains meticulous employee history records for employees under its jurisdiction and properly certifies payrolls for civil divisions under its jurisdiction.
