Governor Nominates Daniel Wall
As Commissioner of Civil Service

Governor George E. Pataki today announced the nomination of Daniel E. Wall as Commissioner of the State Department of Civil Service and President of the State Civil Service Commission, replacing George C. Sinnott, who will become Executive Director of the New York State Bridge Authority.

“Dan Wall is an effective manager with extensive experience in public administration and human resources,” Governor Pataki said. “His proven leadership skills will be invaluable in continuing the Civil Service Department’s commitment to innovation, quality and excellence.”

“It is an honor to be chosen by Governor Pataki to serve as Commissioner of an agency that has reinvented itself under his leadership,” said Wall. “I welcome the opportunity to continue the initiatives implemented by Commissioner Sinnott, which have helped transform the Department into what is considered the pre-eminent state human resource agency in the nation.”

Daniel Wall has served as Executive Deputy Commissioner of the Civil Service Department since January 1998, where he has led the agency’s numerous award-winning programs. He previously served as the agency’s General Counsel. Prior to that, he was an attorney in private practice, specializing in labor and employment law and had served as Assistant Director of Nassau County’s Office of Employee Relations. Wall also has served as a Labor Arbitrator and as an Adjunct Professor in the Business and Human Resources Department at Russell Sage Graduate School in Troy, New York.

Wall received a B.A. in Business Administration in 1985 from the State University of New York College at Old Westbury and graduated with honors from St. John’s University School of Law in 1991.
The 592-member Department of Civil Service functions as New York State’s principal human resource agency for the Executive Branch of State government, which employs more than 163,000 people. It also provides a variety of technical services dealing with the administration of the State’s 101 municipal civil service agencies, which cover nearly 400,000 local government employees. The Department’s Employee Benefits Division administers the New York State Health Insurance Program which covers approximately 1.1 million current and retired State and local government employees and their dependents.

As Commissioner, Wall also would serve as President of the three-member State Civil Service Commission, which adopts and modifies rules governing a wide range of State civil service matters and also hears and determines appeals on such matters as examination qualifications, pay grade determinations and disciplinary actions.

Wall lives in Guilderland with his wife Suzanne and his children Nicole and Lindsay. His appointment is subject to confirmation by the State Senate.
