Classification Standard

 

 

BRIEF DESCRIPTION OF CLASS SERIES

 

Positions in this series review and process State agency finance and human resources transactions within the Business Services Center (BSC).  This includes the accurate and timely processing of accounts receivable and payable, purchasing, travel and credit card, payroll, personnel administration, time and attendance, and benefits transactions.  Positions may have substantial contact with liaisons or employees in other State agencies who require assistance with administrative functions overseen by the BSC.

 

These positions are classified only at the BSC, which is operated by the Office of General Services.

 

DISTINGUISHING CHARACTERISTICS

 

BUSINESS SERVICES CENTER REPRESENTATIVE 1: full performance level; under the general direction of a Business Services Center Representative 2, serves as a first-level approver of transactions in a Finance or Human Resources Service Line.  The positions may supervise Office Assistants 1 and 2.

 

BUSINESS SERVICES CENTER REPRESENTATIVE 2: supervisory level; under the general direction of a Business Services Center Analyst 1, serves as a committer of transactions in a Finance or Human Resources Service Line; and supervises a unit consisting of three to four Business Services Center Representatives 1, and Office Assistants 1 and 2.  When classified to serve as expert Level 3 processors or committers of benefits or personnel administration transactions, positions must supervise one or more subordinate staff.    

 


 

ILLUSTRATIVE DUTIES

 

BUSINESS SERVICES CENTER REPRESENTATIVE 1

 

·       Process transactions in applications such as the Right Now Ticketing System, PayServ, Human Resources Information System, New York State Electronic Personnel System, and Statewide Financial System.

 

·       Interact with customers and vendors to obtain missing information, answer requests for information regarding services provided by the BSC, and interpret and explain laws, rules and regulations.

 

·       Resolve difficult processing errors and identify processing system user needs.

 

·       Research legislation, form changes, and system change requests, procedures and policy directives to determine impact on operations and procedures.

 

·       Participate in the development and execution of test conditions to ensure performance of automated processes and systems in conformance with legislative mandates and department requirements.

 

·       May serve as Level 2 Call Center Representative for the BSC Customer Service Call Center.

 

·       When assigned to supervise staff, review and approve time and attendance; identify staff development needs; evaluate staff performance; and complete performance evaluations.

 

BUSINESS SERVICES CENTER REPRESENTATIVE 2

 

·       Perform the duties and responsibilities of Business Services Center Representative 1.

 

·       Provide technical assistance to staff and ensure transactions are being reviewed in accordance with standard work procedures, policies, and applicable laws, rules, and regulations.

 

·       Monitor staff performance by conducting timely process confirmations and daily post audit of staffs work. 

 

·       Hold daily huddles with staff in order to communicate current metric information and identify current or future problems and issues.

 

·       Perform the full range of supervisory duties such as approve leave and track time and attendance; identify staff development needs; evaluate staff performance; and complete performance evaluations.

 

MINIMUM QUALIFICATIONS

 

BUSINESS SERVICES CENTER REPRESENTATIVE 1

 

Promotion: one year of permanent competitive service in an office assistant, clerical, or keyboarding title allocated to Grade 6 or higher. 

 

Open Competitive: either 1) three years of business office or human resources office experience in one or more areas*.

 

Or 2) thirty semester credit hours AND two years of business office or human resources office experience in one or more areas*.  

 

Or 3) sixty semester credit hours AND one year of business office or human resources office experience in one or more areas*.  

 

*Qualifying areas include accounts payable, accounts receivable and/or bookkeeping; processing payroll transactions; processing credit card payments, travel reimbursements and/or transactions; processing personnel, benefits and/or time and attendance transactions.

 

BUSINESS SERVICES CENTER REPRESENTATIVE 2

 

Promotion: one year of permanent competitive service as a Business Services Center Representative 1.
