Classification Standard

NATURE OF WORK

Positions in these classes supervise a group of Data Entry Machine Operators in transcribing data from source documents to punch cards, magnetic tapes, discs or directly into computers and in verifying data previously transcribed. Incumbents also occasionally transcribe and verify data using a data entry machine.

Positions in these classes exist in many State agencies.

CLASSIFICATION CRITERIA AND DISTINGUISHING CHARACTERISTICS

Typical positions in these classes are characterized by both the supervision over a subordinate staff of Data Entry Machine Operators and the transcription and verification of data using a data entry machine. The distinguishing characteristic between the three levels described in this standard is the number of subordinates. A Senior Data Entry Machine Operator supervises from two to fifteen employees; a Principal Data Entry Machine Operator supervises up to 45 employees, while Head Data Entry Machine Operators supervise larger staff. The number of employees supervised will vary within these ranges based on the number of different programs and machines used by the staff.

Although incumbents operate data entry machines, such operation is not necessarily on a regular basis and at the Principal and Head levels is very limited due to increased supervisory and training responsibility.

There are a relatively few positions properly classified as Senior Data Entry Machine Operator, the incumbents of which have no supervisory responsibility. The incumbents of such positions transcribe data using a data entry machine and also perform senior level clerical tasks similar to those described in the Senior Clerk Standard #2501300. However, such assignments are not typical.

TYPICAL ACTIVITIES, TASKS AND ASSIGNMENTS

Supervises a group of Data Entry Machine Operators in transcribing data from various source documents to punch cards, magnetic tapes, discs or into a computer in order to insure that deadlines are met.

Receives complaints from operators concerning machine malfunctions.

Trains subordinate staff in the operation of machines, and in office procedures.

May prepare periodic budget requests in support of staff and equipment requirements.

May meet with representatives of equipment manufacturers to exchange information about equipment capabilities or to identify operating problems affecting the transcribing of information.

Controls transcription of certain restricted classes of data by authorizing its entry or personally entering such data.

In addition incumbents perform tasks and activities similar to those described in the Classification Standard #0849200 for Data Entry Machine Operator.

RELATIONSHIPS WITH OTHERS

Incumbents of these classes have frequent oral communications with their supervisors or program administrators to exchange information and comments concerning the quantity and quality of work. Occasionally, during peak periods, an incumbent may negotiate priorities with administrators to insure the most efficient and effective use of the staff. Communication with the general public is not significant and is not a factor in determining the level of the positions.

NATURE OF SUPERVISION

Positions in these classes serving as the highest level supervisor in a data transcription unit supervise a subordinate staff in transcribing and verifying data. They make work assignments, establish work procedures and review work to insure quantity and quality standards are met. The latter is done by training operators, spot-checking their work, reviewing computerized reports of production and errors and taking appropriate corrective action to eliminate operator inefficiency. Incumbents orally communicate with their subordinates to point out problems and to instruct them in methods to correct the problems.

Such positions are in turn supervised by higher level clerical or administrative personnel who review the overall quality and quantity of work but do not review specific work procedures. The incumbents are also guided by written agency procedures, priorities dictated by supervisors and operating manuals for the data entry machines.

Incumbents of positions at either the Senior or Principal level who function as intermediate level supervisors in a large data transcription unit, typically are supervised by higher level positions in this series of classes. In the manner described above, their supervisory activities include assigning and scheduling work, observing the activities of the staff, identifying work problems and instructing subordinates.

MACHINES, TOOLS AND EQUIPMENT USED

Incumbents of these classes operate the same types of data entry machines used by their subordinate staff.

MINIMUM QUALIFICATIONS

For Senior Level

One year of permanent competitive service as a Data Entry Machine Operator, Grade 6.

For Principal Level

One year of permanent competitive service as a Senior Data Entry Machine Operator, Grade 9.

For Head Level

One year of permanent competitive service as a Principal Data Entry Machine Operator, Grade 14.
