SENIOR TRAINING TECHNICIAN (DHSES), NS

Classification Standard

BRIEF DESCRIPTION OF CLASS

          Senior Training Technicians (DHSES) deliver advanced and comprehensive training to government, law enforcement, and emergency responders.  Positions in this class are found only at the Division of Homeland Security and Emergency Services (DHSES).

DISTINGUISHING CHARACTERISTICS

          SENIOR TRAINING TECHNICIAN (DHSES): temporary, per diem trainers with various college degree, first responder, law enforcement, fire, or military experiences, and emergency preparedness certifications; deliver training approved by State Preparedness Center management in the following subjects: fire, law enforcement, emergency medical service, emergency management, hazardous materials, health, transportation, and military.

Agency Training and Development Specialists 1 develop and present segments of an agencys training program to improve the knowledge and abilities of staff to better enable them to carry out an agencys mission.

ILLUSTRATIVE DUTIES

· Deliver instruction in a variety of formats.

· Develop and evaluate course content.

· Evaluate students and provide remedial training.

· Administer, score and review examinations.

· Participate in pre- and post-course instructional meetings.

· Conduct pre-course activities including procurement and distribution of course materials and equipment; prepare site and conduct safety rule review.

· Complete post-course activities including review and inventory of supplies and equipment; review site for required maintenance; secure site, supplies and equipment; advise appropriate staff about equipment and supply shortages, and site needs.

· Review course evaluations and report findings.

· Advise agency training staff on issues within area of expertise.

· Prepare reports and documents as required.

MINIMUM QUALIFICATIONS

Open Competitive: five years of experience in an appropriate discipline or subject matter. 

Instructors must also meet the qualifications set by the New York State Division of Homeland Security and comply with the U.S. Department of Homeland Security Office of Domestic Preparedness, Office of State & Local Government Coordination and preparedness (SLGCP) Instructor Certification program, or one of the following equivalent processes:

• Instructional development course(s) approved by the National Center for Domestic Preparedness (CDP) or approved equivalent. 
• Programs meeting the National Fire Protection Association (NFPA) 1041 Standards for Fire Service Instruction Professional Qualifications, Fire Instructor Level 1 or 2, including those accredited by the International Fire Service Accreditation Congress (IFSAC) or the National Board on Fire Service Professional Qualifications (NBFSPQ).
• Specialized Training Certification Program or Academy Instructor Certification Program offered by the States Commission on Peace or Police Officer Standards & Training through the Division of Criminal Justice Services.
• Requirements for faculty as stated in Standards and Guidelines for Accreditation of Educational Programs in the Emergency Medical Services Professions, and accredited by the Commission on Accreditation of Allied Health Education (CAAHEP).
• Programs meeting ANSI/ASSE Z490.1:  Criteria for Accepted Practices in Safety, Health and Environmental Training.
• Equivalent instructor development programs or courses on instruction acceptable to DHSES.
