Classification Standard

 

BRIEF DESCRIPTION OF CLASS SERIES

 

            Parks & Recreation Aides assist in the maintenance and operation of the Office of Parks, Recreation & Historic Preservation and the Department of Environmental Conservation facilities and properties that exist throughout New York State.  The majority of these positions exist in the New York State Office of Parks, Recreation & Historic Preservation.

 

Distinguishing Characteristics

           

            All positions of Parks & Recreation Aide are in the labor jurisdictional class and classified on a seasonal basis only.  Positions in this title series are classified as Parks and Recreation Aides 7; however, appointments can be made at any level in the title series.  Each level has a separate and distinct hourly rate established with the approval of the Division of the Budget. 

 

            Assignment to a specific level within the title series is based on a variety of factors that may include but are not limited to:  the relative complexity of the duties and/or responsibilities; supervisory responsibilities associated with that particular position; the level of specialized skills required by the assignment; hourly wage rates paid in a particular locale by competing employers who offer comparable hourly jobs; and the type and amount of interaction with patrons and the level of independence required by the assignment. 

 

            The tasks associated with each level within the title series range from routine and relatively unskilled to those requiring increased skill and level of responsibility. 

 

Illustrative Duties

 

Maintains grounds, roadways, waterways, and trails.

 

-        Clears sites, prepares them for planting, and plants seeds, trees, shrubbery, and flowers.

 

-         Cleans grounds, roadways, and structures by sweeping, raking, shoveling, mowing, and removing by hand debris, leaves, branches, snow, ice, or trash.

 

-          Maintains areas by cutting grass, pruning plants, and cutting and removing dead branches and trees.

 

-          Cleans comfort stations, rest rooms, and buildings; picks up litter.

 

Assists in operations by performing routine, repetitive activities.

 

-       Provides patrons with information regarding park facilities and use.

 

-          Performs routine and repetitive office tasks such as filing, alphabetizing, copying, keyboarding, answering telephones, and other related tasks using standard office equipment.

 

-          Sells tickets to park patrons, makes change, and prepares standard reports of daily receipts by reconciling money received with the value of the tickets issued.

 

-          Sets up equipment for sporting events, conferences, seminars, and special events.

 

-          Runs errands, delivers and sorts mail.

 

-          Directs the parking of cars.

 

Assists higher level staff in the performance of organized recreational, historic or environmental interpretation activities or plans, delivers, and supervises such activities. 

 

Performs simple maintenance activities.

 

-          Fixes or replaces shelves, locks, or other routine tasks.

 

-          Unclogs toilets and sinks; replaces faucets and washers.

 

-          Performs interior and exterior painting tasks.

 

-          Assists in the repairing of roads, paths, benches, trails, cabins, picnic shelters, and various equipment.

 

-          Assists skilled or semiskilled trades positions by performing a variety of relatively unskilled tasks.

 

Performs routine office tasks involving simple arithmetic computations or repetitive activities.

 

Prepares seasonal payrolls, timesheets, internal fiscal forms, or other related administrative forms.

 

Monitors and oversees fee collection and verification activities.

 

Handles complaints or inquiries from park patrons regarding the quality of their experience, the cleanliness of facilities, noise from other facility users, and other related customer service issues.

 

Supervision Exercised

 

            Parks & Recreation Aides 1-3 are typically non-supervisory in nature, but may be designated as lead workers in a small group of other seasonal staff.   Parks & Recreation Aides 4 and 5 may function as crew leaders, giving instructions and providing assistance to lower level seasonal staff.  In addition to serving as crew leaders, Parks & Recreation Aides 6 and 7 may act as a shift or area supervisor, either under the direction of a facility manager or in the absence of permanent staff.   

 

Minimum Qualifications

 

            Qualifications for each seasonal position vary according to the specific duties and responsibilities associated with a particular seasonal assignment and are determined by facility managers after consultation with regional and central office personnel staff.
