Classification Standard

 

BRIEF DESCRIPTION OF CLASS

 

               This position oversees the Oversize/Overweight Hauling Permit Program, including super loads, which require police escorts, road closures, and traffic signal roadwork. The incumbent also functions as the liaison between the Department of Transportation, the Department of Motor Vehicles, the Division of State Police, the Thruway Authority, the Department of Taxation and Finance, and other State and local agencies on all aspects of movement of oversize and overweight loads.

         

This position is classified at the Department of Transportation (DOT).  

 

DISTINGUISHING CHARACTERISTICS    

 

SUPERVISOR HIGHWAY HAULING PERMIT PROGRAMS: one position class; independently oversees the Highway Hauling Permit Program at DOT; supervises engineering and clerical staff assigned to the Special Hauling and to the Divisible Load Sections.

Transportation Analysts develop, implement, and apply transportation analytical methods, including surveys and studies, and collect and analyze transportation statistics to support the development of transportation programs. These analytics assist in evaluating transportation objectives and in measuring the social, economic, and ecological impact of existing and proposed plans and projects.

 

ILLUSTRATIVE DUTIES

 

Supervises staff analyzing single trip permit requests in the Special Hauling Permit Program.

 

·       Ensures that road geometry, traffic volumes, highway restrictions, such as highway construction, bridge load ratings and condition, width of structures, height clearance for overpasses, and other elements considered in single trip permit requests are fully evaluated.

 

·       Ensures that applications for divisible load permits have been reviewed with consideration given to vehicle registration, gross weight vehicle verification, manufacturers certification for weight carrying capacity, and adherence to the specific weight limitations identified in Vehicle and Traffic Law.

 

 

·       Ensures the timely processing of permit applications, including the continuous review of the system to identify delays and incorporate changes to improve efficiency.

 

Personally oversees the complete review process for single trip requests classified as super heavy (over 200,000 pounds), or extremely large loads (over 18 feet wide or 18 feet high).

 

Develops and maintains a local notification system, as required by law.

 

Serves as Traffic & Safety Division representative in advisory committees concerned with the examination of divisible load permits.

 

MINIMUM QUALIFICATIONS

 

Open-competitive: seven years of experience with responsibility for routing over-dimensional or overweight shipments, or for determining that requests for single trip permits meet applicable rules and regulations, of which one year must have been in a supervisory capacity; OR, a bachelors degree in civil engineering technology or civil engineering, and three years of the experience listed above, of which one year must have been in a supervisory capacity; OR, an associates degree in civil engineering technology or civil engineering, and five years of the experience listed above, of which one year must have been in a supervisory capacity.
