Classification Standard
BRIEF DESCRIPTION OF CLASS SERIES
Utility Analysts perform a broad range of analytical tasks relevant to the electric, steam, gas, water and telecommunications utilities on issues such as retail competition; tariff filings; company records; cost and quality of service; rate proceedings; incentive plans; mergers and acquisitions, cost allocations and rate design to ensure that New York State residents have access to safe, reliable utility service at just and reasonable rates. Almost all of these positions exist in the Department of Public Service.
DISTINGUISHING CHARACTERISTICS
The level of responsibility, scope of expertise, supervision exercised and received, and independence distinguish the levels in the series.
UTILITY ANALYST 1: full performance level; requires basic understanding of the electric, gas, steam, water or telecommunications industries, and the application of analytical methods to assist senior staff in the discharge of their duties; performs under the supervision of a higher-level Utility Analyst, or other higher level staff.
UTILITY ANALYST 2: may serve as first supervisory level or perform more complex tasks; requires experience and expertise in analyzing issues pertinent to the utility industries; performs under the supervision of a Utility Analyst 3, or other higher level staff, and assists with analytical support to the Utility Engineers.
UTILITY ANALYST 3: performs all of the functions of a Utility Analyst 2, with a wider scope of supervisory and program responsibility and demonstrates expert knowledge of the electric, steam, gas, water and telecommunications industries; performs under the direction of Chief Utility (various titles) at M-4 or M-5 or Utility Supervisor; provides guidance, direction, and supervision to subordinates.
ILLUSTRATIVE DUTIES
UTILITY ANALYST
Depending on assignment and appointment level, duties include but are not limited to:
Retail Competition
· Assist in or evaluate trends in the level of customer participation in retail access programs and assess the degree to which various market factors may be stimulating or retarding the development of competitive markets.
· Assist in or conduct periodic surveys of retail market participants and analyze competitive complaints to identify the factors that are influential in increasing customer and/or non-regulated suppliers participation in New York's retail access initiatives.
· Assist in or periodically re-examine the adequacy of current utility systems, such as call centers, billing systems, customer information systems, metering systems, and systems designed for retail access data exchange, to accommodate new practices and procedures associated with the implementation of retail access programs.
· Assist in or examine utility operations to ensure that retail access initiatives have been implemented in compliance with approved rate plans and Commission orders and that operating agreements and marketer eligibility procedures encourage competitive entry.
· At the Utility Analyst 2 and 3 levels, facilitate the resolution of disputes between utilities and non-regulated commodity suppliers.
Tariff Filings
· Participate in or review tariff and or compliance filings including those associated with implementation of new initiatives and/or filed in response to orders to make sure they meet Commission requirements.
· At the Utility Analyst 2 and 3 levels, analyze projected costs of service and legal requirements; contrast compliance filings, obtain input regarding legal requirements and consumer needs and examine complaints, comments and objections.
· Contrast compliance filings and identify factors contributing to substantial rate differences across utilities and documents the need for necessary modifications to ensure consistency and equitable treatment across utilities.
· Analyze filings and prepare memorandums for the Commission, summarizing the issues presented by the tariff filing the results of any staff analysis and recommendations.
Analysis of Cost of Service
· Assist and/or determine the reasonableness of a utility's operating and maintenance expenses; make recommendations for rate adjustments or procedural changes where the analysis indicates inefficiencies.
Quality of Service
· Assist and/or develop performance measures, compliance standards and implementation procedures to ensure utility customers receive an adequate level of service.
Rate Proceedings and Incentive Plans
· Participate in developing position on specific issues. Review and analyze utility company testimony, exhibits, workpapers and other materials and develop a response.
Policy Analysis
· At the Utility Analyst 2 and 3 levels, identify factors relevant to the development of specific regulatory policies; collect relevant data on the critical factors; develop policy alternatives, and summarize the strengths and weaknesses of alternatives.
· Develop proposals to address new policy initiatives associated with deregulation of utilities and/or reassess existing policies.
Data Analysis
· Assist in collecting and analyzing data relevant to assessment of the adequacy of utilities systems and/or wholesale and retail supply planning procedures. Review and prepare reports on trends in utilities' fuel mix (electric) and source of supply (gas and water).
Cost Allocations and Rate Design
· Examine the proposed allocation of utility costs for administration functions to rate classification. Examine the impact of a proposed rate design on competitive services.
Supervision
· Utility Analysts 2 and 3 supervise or oversee employee performance.
MINIMUM QUALIFICATIONS
UTILITY ANALYST 1
Open Competitive: bachelors degree and completion of a two year traineeship, or bachelors degree and two years of experience in one of more of the following activities directly related to the gas, water, or electric industry: transmission distribution or production planning, design, construction, operation, safety, or certification; policy formation or implementation; revenue requirement determination; cost allocation; tariff analysis; rate design; competitive energy markets; management and operational audits; policy development and implementation of clean energy programs/initiatives, such as energy efficiency programs, renewable generation portfolios, clean energy standards, or green market development; benefit/cost analysis and/or modeling of emissions impacts of proposed supply-side projects and demand-side programs; evaluation, measurement and verification of clean energy program/initiatives.
Substitution: masters degree for one year of experience.
UTILITY ANALYST 2
Promotion: one year of permanent service as a Utility Analyst 1.
UTILITY ANALYST 3
Promotion: one year of permanent service as a Utility Analyst 2.

Utility Analyst 1-3 parenthetics are classified when the majority of the duties emphasize cyber security, environmental, or telecommunications specialties.
UTILITY ANALYST 1 (CYBER SECURITY): full performance level; requires basic understanding of the cyber security practices of the utilities, and the application of analytical methods to assist senior staff in the discharge of their duties; performs under the supervision of a higher-level Utility Analyst (Cyber Security), or other higher level staff.
UTILITY ANALYST 2 (CYBER SECURITY): may serve as first supervisory level or perform more complex tasks; requires analytical expertise and experience related to the evaluation of utility companies hardware and software protections, and cyber security procedures; performs under the supervision of a Utility Analyst 3 (Cyber Security), or other higher level professional title.
UTILITY ANALYST 3 (CYBER SECURITY): oversees the Cyber Security Unit; performs all the functions of the Utility Analyst 2 (Cyber Security), but has a wider scope of program responsibility, and demonstrates expert knowledge of the cyber security practices of regulated utilities; provides guidance, direction, and supervision over lower level Utility Analysts in the Cyber Security Unit.
UTILITY ANALYST 1 (ENVIRONMENTAL): full performance level; requires basic understanding of the electric, gas, steam, water or telecommunications industries, and the application of environmental analytical methods to assist senior staff in the discharge of their duties; performs under the supervision of higher level Utility Analyst (Environmental), or other higher level staff.
UTILITY ANALYST 2 (ENVIRONMENTAL): may serve as first supervisory level or perform more complex tasks; requires experience and expertise in analyzing environmental issues pertinent to the utility industries; performs under the supervision of a Utility Analyst 3 (Environmental), or other higher level staff, and assists with analytical support to the Utility Engineers.
UTILITY ANALYST 3 (ENVIRONMENTAL): performs all of the functions of a Utility Analyst 2 (Environmental), with a wider scope of supervisory and program responsibility and demonstrates expert environmental knowledge related to the electric, steam, gas, water and telecommunications industries; performs under the direction of Chief Utility (various titles) at M-4 or M-5 or Utility Supervisor; provides guidance, direction, and supervision to subordinates.
UTILITY ANALYST 1 (TELECOMMUNICATIONS): full performance level; requires an understanding of the telecommunications industry, and the application of analytical methods to assist senior staff in the discharge of their duties; performs under the supervision of a higher level Utility Analyst (Telecommunications), or other higher level staff.
UTILITY ANALYST 2 (TELECOMMUNICATIONS): may serve as first supervisory level or perform more complex tasks; requires experience and expertise in analyzing telecommunications industry issues; performs under the supervision of a Utility Analyst 3 (Telecommunications), or other higher level staff, and assists with analytical support to the Utility Engineers.
UTILITY ANALYST 3 (TELECOMMUNICATIONS): performs all of the functions of a Utility Analyst 2 (Telecommunications), with a wider scope of supervisory and program responsibility and demonstrates expert telecommunications industry knowledge; performs under the direction of Chief Utility (various titles) at M-4 or M-5 or Utility Supervisor; provides guidance, direction, and supervision to subordinates.
MINIMUM QUALIFICATIONS
UTILITY ANALYST 1 (CYBER SECURITY)
Open Competitive: bachelors degree and completion of a two year traineeship, or bachelors degree and two years of experience in the following activities directly related to the utility industry: computer program analysis, data communication, and systems administration in information systems security; and, analysis of information systems, applications, designs, program and information system testing, information systems maintenance and implementation and cyber security policies and procedures.
Substitution: masters degree for one year of experience.
UTILITY ANALYST 2 (CYBER SECURITY)
Open Competitive: one year of permanent service as a Utility Analyst 1 (Cyber Security).
UTILITY ANALYST 3 (CYBER SECURITY)
Promotion: one year of permanent service as a Utility Analyst 2 (Cyber Security).
UTILITY ANALYST 1 (ENVIRONMENTAL)
Open Competitive: bachelors degree and completion of a two year traineeship, or bachelors degree and two years of experience in one or more of the following activities: environmental analysis, assessment, and evaluation of construction and operations of proposed large scale projects; on-site environmental monitoring of projects (such as vegetation management, prevention of impacts on sensitive environmental, historical or archeological resources, or threatened or endangered species and their habitat).
Substitution: masters degree for one year of experience.
UTILITY ANALYST 2 (ENVIRONMENTAL)
Promotion: one year of permanent service as a Utility Analyst 1 (Environmental).
UTILITY ANALYST 3 (ENVIRONMENTAL)
Promotion: one year of permanent service as a Utility Analyst 2 (Environmental).
UTILITY ANALYST 1 (TELECOMMUNICATIONS)
Open Competitive: bachelors degree and completion of a two year traineeship, or bachelors degree and two years of experience dealing with telecommunications (telephone, internet, or video) in one of the following areas: telecommunications policy analysis or review; review of federal and state telecommunications rulemakings; review of telecommunications service quality performance, network reliability, or financing; review of Telecommunications systems & services; review or performance of telecommunications customer service in a professional or problem-solving capacity.
Substitution: masters degree for one year of experience.
UTILITY ANALYST 2 (TELECOMMUNICATIONS)
Promotion: one year of permanent service as a Utility Analyst 1 (Telecommunications).
UTILITY ANALYST 3 (TELECOMMUNICATIONS)
Promotion: one year of permanent service as a Utility Analyst 2 (Telecommunications).
