UTILITY SUPERVISOR, GRADE 31

Classification Standard

BRIEF DESCRIPTION OF CLASS

          Utility Supervisors are managers over utility sections at the Department of Public Service.  The positions review and evaluate utility data and filings, write independent analysis and recommendations, and prepare testimony and exhibits in support of the agencys mission to ensure affordable, safe, secure, and reliable utility service for New York state individuals and businesses.

 

DISTINGUISHING CHARACTERISTICS

 

          UTILITY SUPERVISOR: managerial level; under the general direction of Chief Utility (various titles) at M-4 or M-5, manages a utility section comprised of various titles depending upon agency needs such as: Utility Engineering Specialist 1, 2, and 3 and parenthetics; Assistant Engineer and Professional Engineer 1 and parenthetics; Utility Analyst 1, 2, and 3 and parenthetics; Power Systems Operations Specialist 4 and 5 and parenthetics; and Power Transmission Planner 3 and 4.

 

ILLUSTRATIVE DUTIES

 

Lead, facilitate, and participate in meetings and work groups with personnel from the utility industry, utility interest groups, and consumer groups in order to conduct investigations and resolve utility disputes.

 

Develop strategic and conceptual proposals and recommendations for senior management based on expert knowledge of and experience within assigned utility area.

 

Review and evaluate utility data and information and provide independent analyses, conclusions, and recommendations.

 

Write and compile testimony, publications, and presentations from staff recommendations.

 

Respond to inquiries from commissioners, legislators, consumers, and regulatory bodies.

 

Lead and direct the resolution of the most difficult or controversial utility assignments.

 

Perform the full range of supervisory duties including approving leave, and tracking time and attendance; identifying staff development needs; evaluating staff performance; and completing performance evaluations.

 

MINIMUM QUALIFICATIONS

 

          UTILITY SUPERVISOR: one year of permanent service as a Utility Engineering Specialist 3, Utility Engineering Specialist 3 (Gas Pipeline Safety), Utility Analyst 3, Utility Analyst 3 (Cyber Security), Power Systems Operations Specialist 4, Power Systems Operations Specialist 4 (Nuclear), Power Systems Operations Specialist 5, or Power Transmission Planner 4.

PARENTHETIC ATTACHMENT

 

Utility Supervisor (various parenthetics) perform similar duties and administrative supervisory responsibilities as Utility Supervisor.  Parenthetic titles are classified when the majority of the duties emphasize telecommunications, safety, or the environment and the majority of staff positions are also classified in these specialties.

 

          Utility Supervisor (Telecommunications): Performs managerial functions similar to Utility Supervisor, but with a focus on the telecommunications industry.

 

Minimum Qualifications: one year as a Utility Analyst 3 (Telecommunications) or Utility Specialist 4 (Telecommunications).

 

          Utility Supervisor (Safety): Performs managerial functions similar to Utility Supervisor, but with a focus on utility safety issues such as oil and gas.

 

Minimum Qualifications:  one year as a Utility Engineering Specialist 3 (Gas Pipeline Safety).

 

          Utility Supervisor (Environmental): Performs managerial functions similar to Utility Supervisor, but with a focus on environmental protection, analysis, and compliance within the various utilities such as power generation and transmission.

 

Minimum Qualifications:  one year as a Utility Analyst 3 (Environmental).
