Classification Standard

 

BRIEF DESCRIPTION OF CLASS SERIES

 

          Positions in this class are responsible for an assigned parking area or entire parking lot or facility, including grounds maintenance.  Incumbents provide information to the public, assure that users are authorized to park in specific areas, ensure the security of their assigned area, and may collect parking fees.

 

          These positions are found at the Office of General Services and various campuses of the State University of New York. 

 

DISTINGUISHING CHARACTERISTICS

 

PARKING SERVICES ATTENDANT: labor class; under the general direction of a Senior Parking Services Attendant, sells parking passes to authorized employees at parking facilities operated by New York State.  At small facilities, which do not warrant the assignment of a Senior Parking Services Attendant, incumbents may report to management or security staff.

 

SENIOR PARKING SERVICES ATTENDANT: labor class and first supervisory level; under the general direction of a Parking Operations Supervisor 1 or management staff, supervises a group of Parking Services Attendants and ensures the operation of a large parking area or several smaller areas.

Parking Operations Supervisors 1 directly supervise a group of Senior Parking Services Attendants and indirectly supervise Parking Services Attendants at large, indoor and outdoor parking facilities. 

 

ILLUSTRATIVE DUTIES

 

          PARKING SERVICES ATTENDANT

 

Assure that only authorized persons and vehicles are using the employee parking areas.

 

·       Check incoming vehicles for current parking permits.

 

·       Deny entrance to persons and vehicles not authorized to use the parking facilities.

 

·       Check parked cars for presence of correct permits.

 

·       Check cars and bicycles to assure that they are parked in the correct area and that unauthorized vehicles are not in reserved or handicapped parking spaces.

 

·       Issue tickets and summonses to vehicles parked in violation of rules and regulations.

 

·       Handle complaints from people denied access by explaining parking requirements and suggesting alternate parking areas.

 

·       Keep records of patrons whose parking privileges have been suspended or revoked and denies them access to the area.

 

Collect fees for regular parking permits and for hourly and daily parking.

 

·       Verify that permit purchaser is authorized to buy the permit.

 

·       Receive fee from purchaser for face value of permit.

 

·       Reconcile the number of permits sold and unsold to the permit fees collected.

 

·       Collect fees from visitors based on the length of time visitors used the facility, and collect monies from parking meters.

 

·       Explain fee schedules and fees charged to visitors.

 

·       Assure that money and unsold permits are properly secured and return unsold permits to supervisors.

 

·       Check assigned area for security and safety of patrons and vehicles, notifying proper authorities of unsafe conditions or suspicious persons.

 

·       Maintain the area by shoveling snow and salting, picking up debris, mowing lawns, and performing minor maintenance and repairs.

 

·       Give directions to visitors and answer their questions about the facility or area.

 

·       Resolve patron complaints about parking services or operations, referring difficult problems to the supervisor.

 

·       Assist patrons with emergencies or in accidents.

 

Maintain records in support of the operation.

 

·       Record daily the number of permits sold and unsold and fees received.

 

·       Prepare reports of motor vehicle accidents which occur in the parking area.

 

·       Keep daily records of the number of vehicles using the parking lot.

 

·       Direct vehicles in the parking areas during peak traffic hours.

 

·       Identify and report entrance and exit gate issues immediately to management.

 

·       When assigned to a centralized parking management assignment, perform administrative support duties such as quarterly billing, payroll deductions, filing, roster management, call list management, hangtag distribution, and set aside parking space management.

 

SENIOR PARKING SERVICES ATTENDANT

 

Perform all of the duties and responsibilities of Parking Services Attendant.

 

Handle customer concerns or complaints referred by Parking Services Attendants.

 

Ensure that all parking fees collected are accounted for and turned in for deposit.

 

Conduct unannounced reviews of parking lot receipts and logs.

 

Supervise maintenance work such as snow removal and salting, line striping, painting, putting up required signs, and grounds maintenance.

 

Perform the full range of supervisory duties (e.g., performance evaluations, time and attendance, and staff development). 

 

MINIMUM QUALIFICATIONS

 

          PARKING SERVICES ATTENDANT

 

Labor Class: no examination is required; however, applicants must be able to read, speak, and understand English, and possess a valid New York State motor vehicle operators license appropriate for the type of vehicle to be operated.
