Classification Standard

 

BRIEF DESCRIPTION OF CLASS SERIES

Nutrition Services Administrators oversee, manage, and administer food, nutrition, and dietetic programs for individuals* in State facilities or community residential settings.  Incumbents plan, organize, and direct food preparation and service, and clinical dietetic program activities, such as nutrition counseling, menu development, and food safety and sanitation operations; develop and implement nutrition policies and procedures; supervise the activities of Dietitians, and other food and nutrition services staff; and monitor program operations to ensure the nutritional health and well-being of individuals served and compliance with established standards, laws, rules, and regulations.   

Positions are classified in various State agencies.

*Individual refers to a person who is being treated or cared for, and is used in place of patient, client, or other nomenclature specific to an agency.

 

 

DISTINGUISHING CHARACTERISTICS  

          Nutrition Services Administrators perform similar duties and are distinguished by the size and scope of their food and nutrition program management responsibilities.  Factors that determine the level of Nutrition Services Administrator classified include the number of individuals and meals served; number and geographic distribution of programs and/or locations managed; and number and level of subordinate staff. 

          NUTRITION SERVICES ADMINISTRATOR 1: supervisory level; oversees and manages a small food and nutrition program(s) or assists a Nutrition Services Administrator 2 in managing a large food and nutrition program(s); and supervises Dietitians, and other food and nutrition program staff. 

NUTRITION SERVICES ADMINISTRATOR 2: supervisory level; oversees and manages a large food and nutrition program(s); and supervises Nutrition Services Administrators 1 and/or Dietitians, and other food and nutrition program staff. 

 

RELATED CLASSES

Dietitians provide professional dietetic care and nutrition services to individuals in State facilities or community residential settings; participate in diet, meal, and menu planning and development; and assist in the management of food and nutrition program operations.  

 

ILLUSTRATIVE DUTIES

 

NUTRITION SERVICES ADMINISTRATOR 1

Oversees, administers, and manages a food and nutrition program(s).

·       Develops, reviews, implements, and monitors nutrition program policies and procedures, including service forms and documentation; and oversees the development and maintenance of nutrition manuals and guidance materials.

·        Conducts and supervises the inspection of food preparation, service areas, and meals; and develops, reviews, and oversees the implementation of corrective action plans to ensure compliance with nutrition plans, standards, regulations, and requirements. 

·       Serves as liaison with agency, facility, and/or community program staff and outside entities; and provides guidance, direction, and training on nutrition counseling, policies and procedures, and food preparation, sanitation, and safety standards.

·       Consults with nutrition and healthcare staff to coordinate care, resolve issues and concerns, and ensure that individuals’ nutritional needs are met. 

·       Represents the nutrition discipline on workgroups and committees.

·       Develops nutrition program budgets, and monitors fund expenditures.

 

Supervises Dietitians, and other food and nutrition staff.

·       Conducts and reviews nutrition assessments; and develops, reviews, and evaluates special diet, menu, and food plans, including modifications, substitutions, and recipe standardization. 

·       Determines and oversees staff assignments; approves leave and tracks time and attendance; monitors and evaluates performance; identifies training needs and conducts or arranges for the provision of training; and participates in staff recruitment, selection, and orientation processes. 

NUTRITION SERVICES ADMINISTRATOR 2

In addition to performing the duties of a Nutrition Services Administrator 1 above, may supervise Nutrition Services Administrators 1 in the oversight and management of a food and nutrition program(s), including the full range of supervisory duties.

 

MINIMUM QUALIFICATIONS

 

NUTRITION SERVICES ADMINISTRATOR 1

Promotion: current registration with the Commission on Dietetics Registration (CDR) as a Registered Dietitian (RD) or certification in Dietetics-Nutrition by the New York State Education Department (NYSED); and one year of service as a Dietitian 2. 

Open Competitive: current registration with the CDR as an RD or certification in Dietetics-Nutrition by the NYSED; and two years of post-registration/certification professional administrative experience in a food or nutrition program, one year of which must have been at a supervisory level. 

NUTRITION SERVICES ADMINISTRATOR 2

Promotion: current registration with the CDR as an RD or certification in Dietetics-Nutrition by the NYSED; and one year of service as a Nutrition Services Administrator 1.

Open Competitive: current registration with the CDR as an RD or certification in Dietetics-Nutrition by the NYSED; and three years of post-registration/certification professional administrative experience in a food or nutrition program, two years of which must have been at a supervisory level.
