Classification Standard
BRIEF DESCRIPTION OF CLASS SERIES
Medical Technologists are clinical laboratory practitioners who perform microbiological, virological, serological, chemical, hematological, biophysical, cytogenetical, cytological, or histological procedures and tests on human tissue specimens and body fluids to provide information for the identification, diagnosis and assessment, treatment, and/or prevention of medical conditions. Incumbents process and accession laboratory samples; maintain laboratory equipment, instrumentation, computer systems, and records; and perform quality assurance activities related to laboratory testing performance.
These positions are classified in Office of Mental Health, Office for People With Developmental Disabilities, and the Helen Hayes Hospital of the Department of Health.
DISTINGUISHING CHARACTERISTICS
MEDICAL TECHNOLOGIST 1: full performance level; under the supervision of a Medical Technologist 2 or other clinical laboratory professional, performs specialized chemical, physical, and microscopic clinical laboratory procedures and tests; and may supervise and/or train other clinical laboratory staff in technical procedures.
MEDICAL TECHNOLOGST 2: supervisory level; under the direction of a Supervising Medical Technologist or other clinical laboratory professional, supervises the activities of Medical Technologists 1, Medical Laboratory Technicians, and/or other clinical laboratory staff; and performs more specialized and difficult clinical laboratory procedures and tests.
SUPERVISING MEDICAL TECHNOLOGIST: second supervisory level; under the direction of a clinical laboratory manager or director, supervises the operations of an assigned clinical laboratory program area(s) and the activities of Medical Technologists 1 and 2, and other clinical laboratory staff.
RELATED CLASSES
Medical Laboratory Technicians participate in any or all steps of medical laboratory tests on human tissue specimens and body fluids to provide data on physiological conditions to physicians, other health care professionals, and scientists.
ILLUSTRATIVE DUTIES
MEDICAL TECHNOLOGIST 1
Performs specialized chemical, physical, and microscopic clinical laboratory procedures and tests on human tissue specimens and body fluids in accordance with approved standards and operating procedures.
· Prepares specimens and samples for testing; and operates, adjusts, monitors, and maintains clinical laboratory instruments and equipment.
· Analyzes, interprets, and discusses test results and findings with higher-level clinical laboratory staff, healthcare professionals, and/or scientists.
· Documents clinical laboratory activities, maintains required records, and prepares statistical reports.
· Implements new or modified clinical laboratory procedures and techniques as directed.
· Performs administrative functions as necessary, such as managing equipment and supply inventories and assisting in the preparation of budget and purchase requests to ensure the proper function of the laboratory.
May participate in quality assurance activities; assist in the research and development of new clinical laboratory techniques, procedures, and methodologies; prepare and analyze specimens and samples for use in clinical laboratory proficiency testing; and supervise and/or train other clinical laboratory staff in technical procedures.
MEDICAL TECHNOLOGIST 2
Performs the same duties and activities as a Medical Technologist 1, and:
Performs more specialized and difficult clinical laboratory procedures and tests, and supervises the activities of Medical Technologists 1, Medical Laboratory Technicians, and/or other clinical laboratory staff.
· Determines staff schedules and assignments; prepares and coordinates performance evaluations and competency assessments with laboratory management; and provides technical guidance and training on laboratory techniques, methodologies, and the use and proper function of equipment.
· Reviews laboratory procedures, tests, and corresponding documentation completed by subordinate staff to ensure accuracy, completeness, and compliance with applicable standards, operating procedures, and regulatory requirements.
· Maintains inventory control systems; ensures proper storage, availability, and efficient operation of laboratory supplies, instruments, and equipment.
· Coordinates clinical laboratory procedures and tests with other laboratory specialty program areas as necessary.
May coordinate and perform quality assurance activities for an assigned clinical laboratory specialty program area.
SUPERVISING MEDICAL TECHNOLOGIST
Performs the same duties and activities as a Medical Technologist 2, and:
Supervises the operations of an assigned clinical laboratory program area(s) and the activities of Medical Technologists 1 and 2, and other clinical laboratory staff.
MINIMUM QUALIFICATIONS
MEDICAL TECHNOLOGIST 1
Open Competitive: possession of a license and current registration to practice as a Clinical Laboratory Technologist in New York State.
MEDICAL TECHNOLOGIST 2
Promotion: one year of service as a Medical Technologist 1, and possession of a license and current registration to practice as a Clinical Laboratory Technologist in New York State.
SUPERVISING MEDICAL TECHNOLOGIST
Promotion: one year of service as a Medical Technologist 2, and possession of a license and current registration to practice as a Clinical Laboratory Technologist in New York State.
