Classification Standard

 

 

BRIEF DESCRIPTION OF CLASS SERIES

 

Transportation Supervisors plan and schedule the daily assignment of vehicles for use by facility staff, the transportation of clients, and for the delivery of facility supplies. The positions prepare and maintain records of vehicle utilization, gas and oil consumption, mileage reports, work orders, motor vehicle parts inventory receipts and disbursements, insurance coverage forms, and Uniform Reporting Code reports.  In addition, the positions review drivers' reports of vehicle malfunctions, assign minor repairs and routine servicing to facility mechanics, and schedule major repairs and inspections.

 

Transportation Supervisors are located in the Office of Alcoholism and Substance Abuse Services (OASAS), the Office of General Services (OGS), the Office of Mental Health (OMH), the Office for People with Developmental Disabilities (OPWDD), and State University campuses.

 

DISTINGUISHING CHARACTERISTICS

 

TRANSPORTATION SUPERVISOR 1: supervisory level; under the general direction of higher level staff, oversees all activities of a motor pool of a State facility or university.  Typically, such motor pools consist of a variety of on-grounds and over-the-road vehicles, including buses and trucks, in the range of 50 to 125.  The positions provide direct supervision to Motor Vehicle Operators, Bus Drivers, and other transportation department staff.

 

TRANSPORTATION SUPERVISOR 2: supervisory level; under the general direction of higher level staff, oversees all activities of a large State facility or university motor pool encompassing two working shifts and/or a seven day a week operation. Typically such motor pools consist of a variety of on-grounds and over-the-road vehicles, including buses and trucks, in the range of 125 to 200.  The positions provide direct supervision to Motor Vehicle Operators, Bus Drivers, and other transportation department staff.

 

RELATED CLASSES

 

Bus Drivers regularly drive fullsized passenger buses on state facility grounds or over the road.  Incumbents of these positions may post manifests and other records of goods and people transported in order to document safe delivery.  They are responsible for the welfare and safety of their bus and passengers while on duty.

 

Motor Equipment Maintenance Supervisors 1 and 2 supervise Motor Equipment Mechanics and other positions in automotive repair shops engaged in the maintenance, repair, and overhaul of gasoline and dieselpowered, selfpropelled, and nonselfpropelled motor driven vehicles and equipment.  

 

Motor Vehicle Operators regularly drive any of a variety of motor vehicles including automobiles, buses, trucks, and ambulances in order to transport people, material, and equipment as required.  Incumbents of these positions may post manifests and other records of goods and people transported in order to document their safe delivery.

 

ILLUSTRATIVE DUTIES

 

TRANSPORTATION SUPERVISOR 1

 

·       Plan and schedule vehicle use.

 

o   Assign staff to tasks involving transportation of clients or students to a variety of programs, and delivering and picking up of items.

 

o   Consider all transportation demands and vehicle availability in developing master schedules for employee bidding.

 

o   Review all driver reports of vehicle malfunctions.

 

o   Schedule inspections, mechanical repairs, routine and preventative maintenance for all licensed facility vehicles.

 

o   Reassign employees to meet daily work schedule, emergencies, repair schedules, special requests and assign overtime as needed.

 

o   Formulate delivery routes and transportation schedules to equally distribute the workload.

 

o   Recommend and implement changes in work procedures to improve efficiency.

 

o   Ensure the implementation of all navigation, passenger counting, and related technology updates

 

o   Perform as a driver as needed.

 

o   May approve use of personal vehicles on State business when facility vehicles are not available.

 

·       Train Motor Vehicle Operators and Bus Drivers.

 

o   Maintain appropriate certification to administer 19‑A of the Motor Vehicle Law, and to conduct School Bus Training Program.

 

o   Test Motor Vehicle Operators and Bus Drivers for their individual 19‑A Motor Vehicle Certification by conducting written and road tests.

 

o   Instruct Motor Vehicle Operators and Bus Drivers in the Basic and Advanced Bus Driver Training Course.

 

o   Conduct courses in motor vehicle accident prevention.

 

o   Conduct in‑service training on proper safety procedures.

 

·       Perform a variety of record keeping services.

 

o   Prepare daily listing of vehicles dispatched.

 

o   Tabulate fuel consumption and reconcile fuel usage.

 

o   Compile and submit various reports regarding maintenance and fuel usage of all vehicles, surplus vehicles, and motor vehicle accidents.

 

o   Review reports generated from Critical Driver Program.

 

o   Work with Personnel to determine employee fitness to drive.

 

o   Maintain 19‑A records for the New York State Motor Vehicles Department.

 

·       Perform the full range of supervisory duties including approving leave and tracking time and attendance; identifying staff development needs; evaluating staff performance; and completing performance evaluations.


 

TRANSPORTATION SUPERVISOR 2

 

 

·       Schedule and revise bus and truck runs.

 

·       Contract for outside vehicle services or truck rentals as needed.

 

·       Select, assign, and supervise drivers.

 

·       Receive, respond, and act on complaints and reports of injuries.

 

·       Ensure that all regulations on vehicle and driver safety are met.

 

·       Maintain records of bus and vehicle operations following agency and Department of Motor Vehicle regulations.

 

·       Perform the full range of supervisory duties including approving leave and tracking time and attendance; identifying staff development needs; evaluating staff performance; and completing performance evaluations.

 

MINIMUM QUALIFICATIONS

 

TRANSPORTATION SUPERVISOR 1

 

Promotion: one year of permanent non-competitive service as a Motor Vehicle Operator or Bus Driver.

 

Open Competitive: high school diploma or a high school equivalency diploma issued by an appropriate educational authority.  Candidates must possess a New York State driver license appropriate for the type of vehicle to be operated.  In addition, candidates must meet one of the requirements listed below. 

 

1.     one year of experience in the management or supervision of fleet operations or daily dispatching of motor vehicles from a pool of at least 30 vehicles; or

2.     two years of experience overseeing the maintenance of motor vehicles and keeping records and reports of that maintenance from a pool of at least 30 vehicles.

 

Substitution: two additional years of the experience described in #1 or four additional years of the experience described in #2 may be substituted for the required high school diploma.

 


 

TRANSPORTATION SUPERVISOR 2

 

Promotion: one year of permanent competitive or non-competitive service as a Transportation Supervisor 1, Motor Vehicle Operator, or Bus Driver.
