Classification Standard

 

BRIEF DESCRIPTION OF CLASS SERIES

 

            Positions in this series supervise the operation and maintenance of all heating, ventilation and air conditioning (HVAC) systems, and auxiliary mechanical equipment associated with agency-owned facilities.

           

These positions are classified only at the Office of General Services.

 

DISTINGUISHING CHARACTERISTICS

 

The classified level of Supervisor General Services Plant Utilities is distinguished by such factors as the number of plants managed; number of direct reports, and total engineering staff; and size of physical plants.  The Assistant Directors function as overall assistants to the Director. 

 

SUPERVISOR GENERAL SERVICES PLANT UTILITIES 1: supervisory level; under the general direction of an Assistant Director Utilities Management, oversees all plant operations, maintenance, repair and rehabilitation of the State Office Building Campus and Empire State Plaza; and, provides supervision to subordinate plant utilities engineering staff.

 

SUPERVISOR GENERAL SERVICES PLANT UTILITIES 2: supervisory level; under the general direction of an Assistant Director Utilities Management, oversees all plant operations, maintenance, repair and rehabilitation of the Sheridan Avenue Steam Plant, Empire State Plaza Central Air Conditioning Plant, and River Front Pumping Station; and, provides supervision to subordinate plant utilities engineering staff.

 

ASSISTANT DIRECTOR UTILITIES MANEGEMENT: two position class; under the general direction of the Director Utilities Management, functions as overall assistant by directing the daily operations of Albany-based utilities, or regional utilities and statewide energy management.  The positions administratively supervise staff in different titles depending on the assignment.

 

DIRECTOR UTILITIES MANAGEMENT: one position class; under the general direction of executive staff, directs all programs, activities, and staff of the Division of Utilities Management; and, provides administrative supervision to the Assistant Directors Utilities Management.

 

ILLUSTRATIVE DUTIES

 

SUPERVISOR GENERAL SERVICES PLANT UTILITIES 1

 

·       Supervise the operation and maintenance of central heating and air conditioning systems providing heating, ventilating, air conditioning, and electrical distribution from the central plant to various buildings, and of such systems within buildings.

 

·       Review plant operation and maintenance procedures to ensure maximum utilization and proper maintenance and operation of equipment.

 

·       Recommend needed alterations, repairs, additions, and replacements to the physical plant and its equipment, and assist in preparing estimates, plans, and specifications in support of these recommendations.

 

·       Work with facility managers and tenant agency heads to ensure continuity of services.

 

·       Prepare the annual operations budget and capital budget including recommendations for personnel, equipment, and supplies.

 

·       Inspect work performed by contractors in the installation of plant equipment and recommend approval and acceptance of the equipment or alteration by the contractor before acceptance.

 

·       Respond to emergency situations and coordinate response with other agency, State, and public entities.

 

·       Compose reports for the Director and Assistant Directors Utilities Management as required.

 

·       Perform the full range of supervisory duties such as approve leave and track time and attendance; identify staff development needs; evaluate staff performance; and complete performance evaluations. 

 

SUPERVISOR GENERAL SERVICES PLANT UTILITIES 2

 

·       Perform the duties and responsibilities of Supervisor General Services Plant Utilities 1.

 

·       Develop and implement standardized maintenance management practices for all plant equipment with existing computerized maintenance management systems.

 

·       Work with the Assistant Director Utilities Management in charge of regional utilities and statewide energy management in order to enhance plant operations across all agency owned facilities outside of the Albany region.  Serve as an advisor for regional facilities as it relates to all plant related construction and service contracts.

 

·       Coordinate compliance efforts with the Department of Environmental Conservation as it relates to plant operating permits and regulations.

 

·       Work with Health & Safety management staff to develop uniform safety training and Occupational Safety and Health Administration compliance programs for plant employees.

 

·       Perform the full range of supervisory duties such as approve leave and track time and attendance; identify staff development needs; evaluate staff performance; and complete performance evaluations.

 

ASSISTANT DIRECTOR UTILITIES MANEGEMENT

 

·       Implement procedural changes and assess the operation of all utilities related functions across the Albany or regional facility portfolio.

 

·       Coordinate and assemble energy and/or utilities related budget and project requests, and submit to the Director Utilities Management with specific recommendations.

 

·       Implement all schedules for the inspection, repair, and rehabilitation of utility equipment.

 

·       Conduct energy surveys, develop programs for energy conservation, and recommend latest available technology as required.

 

·       Perform the full range of administrative supervisory responsibilities.

 

When assigned to direct regional facilities utilities operations and statewide energy management:

 

 

 

 

·       Oversee the web enabled advanced metering system.

 

DIRECTOR UTILITIES MANAGEMENT

 

·       Formulate policy with regard to all agency-owned utility operations.

 

·       Review and approve plans and specifications prepared by consultants and agency architectural and engineering staff for State leased and owned space to ensure compliance with agency and tenant requirements and to reduce costs and operational problems.

 

·       Provide technical advisory assistance to facility management outside the Albany area regarding the operation, maintenance, and rehabilitation of heating, ventilating, and air conditioning systems.

 

·       Analyze the overall utility program including status of systems, capital building construction, staffing patterns and new technical trends, and prepare budget requests.

 

·       Establish and review guidelines and schedules for repair and inspection of the utility preventative maintenance program.

 

·       Direct feasibility studies for cost-benefit analysis of the physical plants and facilities utility systems.

 

·       Meet with tenant agency representatives to resolve any utility problems.  

 

·       Perform the full range of administrative supervisory responsibilities.

 

MINIMUM QUALIFICATIONS

 

SUPERVISOR GENERAL SERVICES PLANT UTILITIES 1

 

Promotion: one year of permanent competitive service as a Plant Utilities Engineer 3 or Plant Utilities Engineer 4.

 


 

          SUPERVISOR GENERAL SERVICES PLANT UTILITIES 2

 

Promotion: one year of permanent competitive service as a Supervisor General Services Plant Utilities 1 or Energy Conservation Technical Specialist, or two years of permanent competitive service as a Plant Utilities Engineer 4.

 

ASSISTANT DIRECTOR UTILITIES MANAGEMENT

 

Promotion: one year of permanent competitive service as a Supervisor General Services Plant Utilities 2 or Plant Superintendent A, or two years of permanent competitive service as a Supervisor General Services Plant Utilities 1 or Energy Conservation Technical Specialist.

 

DIRECTOR UTILITIES MANAGEMENT

 

Promotion: one year of permanent competitive service as an Assistant Director Utilities Management.
