Classification Standard
Safety and Health Program Managers plan, direct, coordinate and monitor Statewide inspections, field operations or consultative services according to State and federal occupational safety and health policies, rules, regulations and laws. These positions are classified only in the New York State Department of Labor (DOL).
SAFETY AND HEALTH PROGRAM MANAGER 1: assists the Safety and Health Program Manager 2 in the planning, directing, coordinating and controlling the enforcement and/or consultative operations in one of five Bureaus within the Division of Safety and Health.
SAFETY AND HEALTH PROGRAM MANAGER 2: plans, directs, coordinates, supervises, develops, implements and monitors the conduct of safety inspections and consultations in one of the five major Bureaus within the Division of Safety and Health.
Safety and Health Inspectors supervise the conduct of safety inspections or consultations to assure conformance with NYS or Federal Occupational Safety and Health Standards in an assigned geographic location and program area in DOL.
Boiler Inspectors apply technical knowledge and skills to plan, schedule, and conduct regulatory safety inspections of both commercial and domestic power and heating boilers to ensure safe operating conditions and compliance with applicable laws and industrial codes. These positions are classified only in the Department of Labor's Division of Safety and Health.
Industrial Hygienists conduct occupational health inspections of office buildings, or facilities operated by the State of New York or any of its political subdivisions or by private sector companies to determine or advise on compliance with applicable State and Federal health standards. Inspections are conducted in the field to identify and evaluate health standards violations and/or occupational health hazards of a complex nature, particularly those associated with exposure to toxic or explosive chemicals and substances in the form of dusts, fibers, fumes, mists, vapors and gases as well as other hazards such as noise and vibrations, extremes of temperature and humidity, light of various types and other physical energies including electromagnetic emissions.
Radiophysicists are responsible for controlling the use of radioactive materials by businesses, other than hospitals and clinical facilities, in New York State to ensure the safety of workers and the public from radiation hazards. This involves licensing and registering radiation sources, inspecting facilities to evaluate compliance with safety programs and responding to accidents and incidents concerning radiation sources.
SAFETY AND HEALTH PROGRAM MANAGER 1: under general direction from the Safety and Health Program Manager 2, coordinates work assignments and staff performance Statewide; informs supervisor of effectiveness levels, corrects deficiencies to improve work performance; recommends programs and policies for review; functions in a liaison capacity with jurisdictions being surveyed or inspected; conducts on-site inspection in complex or sensitive situations; reviews new safety standards and develops enforcement strategies, interpretations and staff directives; prepares and assembles documentation to be transmitted to Counsels Office for litigation; determines adequacy of available field equipment and recommends procurement; assists in monitoring expenditures Statewide; ensures employees who lodge complaints of alleged violations of the law are not discriminated against; works on special projects as assigned; oversees activities of the federal computer Integrated Management Information System (IMIS); and arranges appropriate staff training.
SAFETY AND HEALTH PROGRAM MANAGER 2: under the general direction of the Director, Division of Safety and Health, plans, directs, administers, and supervises Statewide activities of Bureau staff in the Asbestos, Industry Inspection, Public Employee Safety and Health and Consultative Services Programs; coordinates work assignments; administers system of fee collection; prepares reports; monitors program activities; investigates complaints; recommends policy and procedure based on program review; sets standards; represents the Commissioner of Labor or the Director, Division of Safety and Health at meetings.
When assigned to the Industry Inspection/Enforcement Bureau, a Safety and Health Program Manager 2 plans, directs and supervises Statewide industry inspections (both special and periodic); responds to complaints about unsafe work conditions from employees, labor unions and the general public; administers a system for fee collection for inspections, licensing and related activities, including the certification of competency for required positions.
When assigned to the Public Employee Safety and Health Consultative Services Bureau and Consultative Services Bureau, a Safety and Health Program Manager 2 develops, implements and conducts Statewide consultative services assuring uniformity of consultative methods and procedures and their conformity with U.S. Department of Labor OSHA procedures and policies; publicizes the Consultative Program; establishes target groups; coordinates the State program with the Federal Regional Administrator for consultative programs concerning program contracts, program evaluation and development; and obtains additional funding to resolve problem areas.
When assigned to the Public Employee Safety and Health Bureau, a Safety and Health Program Manager 2 plans, directs and coordinates the field operations of the Public Employee Safety and Health Program; evaluates complaints about unsafe work conditions and assigns priority to inspection; determines need and course content for training of field personnel; acts as arbiter between staff and subject jurisdictions to resolve conflicts in connection with inspections; responds to inquiries from community officials and Division administrators arising from inspection findings; maintains accountability for expenditure of federal funds; assists the Director in preparation of budget requests for federal funding; and assures staff adherence to OSHA regulations governing the PESH program.
When assigned to the Asbestos Control Bureau, a Safety and Health Program Manager 2 plans, coordinates and directs the Statewide functions of the program; oversees responses to complaints from the public which arise from (1) performance of asbestos remediation projects, and (2) the performance of programmed inspections based on project notifications filled with the Division; administers a project notification system; and collects and processes the appropriate fees from the project notification system.
SAFETY AND HEALTH PROGRAM MANAGER 1
Promotion: one year of permanent service as an Associate Industrial Hygienist, Supervising Safety and Health Inspector, Associate Radiophysicist, Supervising Boiler Inspector, Senior Safety and Health Engineer or Associate Safety and Health Inspector.

Promotion: one year of permanent service as a Safety and Health Program Manager 1, Principal Industrial Hygienist, Chief Boiler Inspector, Associate Safety and Health Engineer, Supervising Industrial Hygienist or Occupational Health and Training Consultant or two years of permanent service as an Associate Industrial Hygienist, Supervising Safety and Health Inspector, Associate Radiophysicist, Supervising Boiler Inspector, Senior Safety and Health Engineer or Associate Safety and Health Inspector.
