Classification Standard

 

BRIEF DESCRIPTION OF CLASS SERIES

 

          Positions in this title series oversee all substance abuse treatment programs in correctional facilities across New York State.  Incumbents formulate policies and procedures related to substance abuse treatment and will disseminate information to facility staff.  Incumbents ensure Departmental compliance with all pertinent regulations, guidelines, and mandates.

 

These positions are only classified at the Department of Corrections and Community Supervision (DOCCS).

 

DISTINGUISHING CHARACTERISTICS

 

ASSISTANT DIRECTOR ALCOHOL AND SUBSTANCE ABUSE TREATMENT PROGRAM:  one position class; assists the Director in the development, implementation, monitoring, and enforcement of policies, procedures, and guidelines related to all alcohol and substance abuse treatment (ASAT) activities.

 

DIRECTOR ALCOHOL AND SUBSTANCE ABUSE TREATMENT PROGRAM: one position class; responsible for the development, implementation, and monitoring of programs and initiatives related to the treatment of alcohol and substance abusers under the jurisdiction of DOCCS.

 

ILLUSTRATIVE DUTIES

 

ASSISTANT DIRECTOR ALCOHOL AND SUBSTANCE ABUSE TREATMENT PROGRAM

 

Under the direction of the Director Alcohol and Substance Abuse Treatment Program, implements, monitors, and enforces all policies, procedures, and guidelines relating to ASAT activities.

 

 

 

 

Reviews existing policy and programs with an aim toward continued improvement and correction, as necessary.

 

 

 

 

 

Develops new and improved plans, procedures, and policies.

 

 

 

 

Reviews new programs or policy implementation at the facility level to determine areas of deficiency and appropriate corrective action.

 

 

 

 

 

Supervises subordinate staff.

 

 

 

 

 

 

 

 

In the absence of or at the direction of the Director, may assume any of his or her duties, as necessary.

 

DIRECTOR ALCOHOL AND SUBSTANCE ABUSE TREATMENT PROGRAM

 

May perform all of the same duties as an Assistant Director, Alcohol and Substance Abuse Treatment Program.

 

Oversees all aspects of facility Comprehensive Alcohol and Substance Abuse Treatment (CASAT) feeder and CASAT programs.

 

 

 

 

 

Acts as Statewide liaison concerning all CASAT issues.

 

 

 

 

Provides oversight and direction to the Day Reporting and Community Reintegration programs to ensure the effective and expeditious treatment of inmates.

 

 

 

 

 

Oversees the operation of Chemical Dependency, Domestic Violence and Nursery Programs at various facilities.

 

Monitors programs on an ongoing basis.

 

 

 

 

 

Performs various administrative tasks.

 

 

 

 

MINIMUM QUALIFICATIONS

 

ASSISTANT DIRECTOR, ALCOHOL AND SUBSTANCE ABUSE TREATMENT PROGRAM

 

Promotion:  one year of permanent competitive service as a Supervising Offender Rehabilitation Coordinator (ASAT), or two years of permanent competitive service as a Supervising Offender Rehabilitation Coordinator including one year of experience overseeing an ASAT treatment program.

 

DIRECTOR, ALCOHOL AND SUBSTANCE ABUSE TREATMENT PROGRAM

 

Promotion:  one year of permanent competitive service as an Assistant Director Alcohol and Substance Abuse Treatment Program, or two years of permanent competitive service as a Supervising Offender Rehabilitation Coordinator (ASAT), or three years of permanent competitive service as a Supervising Offender Rehabilitation Coordinator including two years of experience overseeing an ASAT treatment program.
