BRIEF DESCRIPTION OF CLASS SERIES

 

          Youth Facility Assistant Directors assist in directing the operations of a residential facility for the care, education, and counseling of adjudicated juvenile delinquents and other court-placed youth.  They provide leadership, management, and direction in conjunction with and in the absence of the Youth Facility Director in the Office of Children and Family Services (OCFS). 

 

DISTINGUISHING CHARACTERISTICS

 

          Youth Facility Assistant Directors perform common duties.  They manage facility property and fiscal resources, operations, and programs and services; supervise subordinate staff in the administration of counseling, education, recreation, and work programs; maintain a safe and secure environment for residents and staff; and assist the Youth Facility Director in the establishment and maintenance of harmonious community relations, including as a spokesperson in the community for the facility and OCFS. 

 

Youth Facility Assistant Director is the second highest-level management position at these facilities; all positions are in the non-competitive jurisdictional class.  Factors that determine the number and the level classified include the number of youths served (as evidenced by the number of budgeted beds) and the level of Youth Facility Director classified for the facility.

 

          YOUTH FACILITY ASSISTANT DIRECTOR 1:  typically reports to a Youth Facility Director 1; serves as overall assistant in a facility having 25-99 beds.

 

YOUTH FACILITY ASSISTANT DIRECTOR 2: typically reports to a Youth Facility Director 2; serves as overall assistant in a facility having 25-99 beds.

 

YOUTH FACILITY ASSISTANT DIRECTOR 3: typically reports to a Youth Facility Director 3 or 4; serves as overall assistant in a facility having 25-199 beds; may coordinate and provide oversight of all treatment services and mental health related programs at a facility.

 

YOUTH FACILITY ASSISTANT DIRECTOR 4: typically reports to a Youth Facility Director 4 or 5; serves as overall assistant in a facility having 200 or more beds. 

 

In addition to the above factors, the number of staff supervised and the facility security level may impact a position’s classified level.

 

ILLUSTRATIVE DUTIES

 

Manages facility property and fiscal resources, operations, and facility programs and services.

 

Maintains the safety and security of the facility.

 

Makes and implements decisions about facility operations.

 

Plans, organizes, evaluates, and takes measures to improve the routine, day-to-day operation of the facility.

 

Provides accurate information and viable recommendations to the Youth Facility Director and other managers.

 

·       Informs the Youth Facility Director of the status of facility programs and operations and current or anticipated problems and development.

 

·       Makes recommendations to the Youth Facility Director about facility problems.

 

·       Makes facility managers aware of problems and solicits their thoughts about solutions.

 

·       Prepares and submits Unusual Incident Reports, as required by agency policy.

 

·       Prepares and submits monthly reports, as required by OCFS policy.

 

Supervises facility staff, performing the full range of administrative supervisory responsibilities.

 

Establishes and maintains good relationships with the community.

 

·       Serves as OCFS’ and the facility’s spokesperson to the community, in the absence of the Youth Facility Director.

 

·       Helps to secure the use of community resources for facility residents, in accordance with OCFS policy.

 

·       Serves on the facility advisory board and develops volunteer programs to serve as lines of communication between the facility and the surrounding community.

 

Participates in special assignments and projects, as directed by the Youth Facility Director.

 

When assigned to Treatment Services, a Youth Facility Assistant Director coordinates and provides clinical oversight of all treatment services and mental health related programs including the NY Model, Sanctuary, Dialectical Behavior Therapy, Family Integrative Therapy, Motivational Enhancement Therapy and Daily Achievement System; coordinates the activities of interdisciplinary treatment teams and continuity of care in relation to case management; serves as a member of the facility administrative team; trains and monitors staff in the implementation of evidence-based modalities that address mental health crises; and coordinates treatment planning.

 

MINIMUM QUALIFICATIONS

 

YOUTH FACILITY ASSISTANT DIRECTOR 1

 

One year of satisfactory professional experience at Grade 17 or above; or two years of satisfactory professional experience at Grade 16; or a satisfactory equivalent combination of the above experience. Qualifying experience must have been gained in OCFS facility-based positions, or in OCFS central office positions having substantial responsibility for the support of OCFS operated residential programs; OR

 

One year of satisfactory professional experience at Grade 20 or above; or two years of professional experience at Grade 19.  Qualifying experience must have been gained in a facility-based position, or in a central office position having substantial responsibility for the support of residential programs.  One year of the required experience must have included responsibility for the supervision of professional staff; OR

 

Bachelor’s Degree and three years of experience in assisting higher level professional staff in the overall administration of a care/custody facility for adult correctional, juvenile justice, mental health or forensic mental health clientele. Qualifying experience must have been gained in a facility-based position having substantial responsibility for the support of residential programs.  One year of the required experience must have included responsibility for the supervision of professional level staff. 

 

YOUTH FACILITY ASSISTANT DIRECTOR 2

 

One year of satisfactory professional experience at Grade 20 or above; or two years of satisfactory professional experience at Grade 17; or a satisfactory equivalent combination of the above experience. Qualifying experience must have been gained in OCFS facility-based positions, or in OCFS central office positions having substantial responsibility for the support of OCFS operated residential programs; OR

 

One year of satisfactory professional experience at Grade 23 or above; or two years of professional experience at Grade 20. Qualifying experience must have been gained in a facility-based position, or in a central office position having substantial responsibility for the support of residential programs.  One year of the required experience must have included responsibility for the supervision of professional staff; OR

 

Bachelor’s Degree and four years of experience in assisting higher level professional staff in the overall administration of a care/custody facility for adult correctional, juvenile justice, mental health or forensic mental health clientele. Qualifying experience must have been gained in a facility-based position having substantial responsibility for the support of residential programs.  One year of the required experience must have included responsibility for the supervision of professional level staff. 

 

YOUTH FACILITY ASSISTANT DIRECTOR 3

 

One year of experience as a Youth Facility Assistant Director 1; or one year of satisfactory professional experience at Grade 23 or above; or two years of satisfactory professional experience at Grade 20; or three years at Grade 17 or above; or a satisfactory equivalent combination of the above experience. Qualifying experience must have been gained in OCFS facility-based positions, or in OCFS central office positions having substantial responsibility for the support of OCFS operated residential programs; OR

 

One year of satisfactory professional experience at Grade 24/M-1 or above; or two years of professional experience at Grade 23 or above; or three years at Grade 20 or above. Qualifying experience must have been gained in a facility-based position, or in a central office position having substantial responsibility for the support of residential programs.  Two years of the required experience must have included responsibility for the supervision of professional staff; OR

   

Bachelor’s Degree and five years of experience in assisting higher level professional staff in the overall administration of a care/custody facility for adult correctional, juvenile justice, mental health or forensic mental health clientele. Qualifying experience must have been gained in a facility-based position having substantial responsibility for the support of residential programs.  Two years of the required experience must have included responsibility for the supervision of professional level staff. 

 

When assigned to Treatment Services, the minimum qualifications are:

 

One year of service as a Licensed Psychologist; Nurse Practitioner (Psychiatry); or Social Work Supervisor 1 currently licensed and registered to practice clinical social work in New York State; OR

 

Two years of service as a Licensed Master Social Worker 2 currently licensed and registered to practice clinical social work or currently licensed and registered to practice mental health counseling in New York State (must have current LCSW or LMHC license); OR

 

Licensed and currently registered to practice clinical social work or psychology in New York State AND two years of qualifying experience* such as a Licensed Psychologist; Nurse Practitioner (Psychiatry) or Social Work Supervisor 1; OR

 

Licensed and currently registered to practice clinical social work or currently licensed and registered to practice mental health counseling in New York State AND three years of qualifying experience* as a Licensed Master Social Worker or Licensed Mental Health Counselor (must have LCSW or LMHC license).

 

*Qualifying experience: Professional clinical experience in a New York State facility or program with overall responsibility for providing services to people diagnosed with mental illness, developmental disabilities, alcohol and/or substance abuse; or in a residential or community care setting for an adult correctional, juvenile justice or forensic mental health population.  At least one year of this experience must have been in a supervisory capacity.

 

YOUTH FACILITY ASSISTANT DIRECTOR 4

 

One year of experience as a Youth Facility Assistant Director 2; or one year of satisfactory professional experience at Grade 24 or above; or two years of satisfactory professional experience at Grade 23; or two years as a Youth Facility Assistant Director 1; or three years at Grade 21 or above; or a satisfactory equivalent combination of the above experience. Qualifying experience must have been gained in OCFS facility-based positions, or in OCFS central office positions having substantial responsibility for the support of OCFS operated residential programs; OR

 

One year of satisfactory professional experience at Grade 26/M-2 or above; or two years of professional experience at Grade 24 or above; or three years at Grade 22 or above. Qualifying experience must have been gained in a facility-based position, or in a central office position having substantial responsibility for the support of residential programs.  Two years of the required experience must have included responsibility for the supervision of professional staff; OR

 

Bachelor’s Degree and six years of experience in assisting higher level professional staff in the overall administration of a care/custody facility for adult correctional, juvenile justice, mental health or forensic mental health clientele. Qualifying experience must have been gained in a facility-based position having substantial responsibility for the support of residential programs.  Two years of the required experience must have included responsibility for the supervision of professional level staff.
