Classification Standard

 

BRIEF DESCRIPTION

 

Serves as manager of the Workers Compensation Boards statewide security operation.

 

DISTINGUISHING CHARACTERISTICS

 

One-position class; supervisory level; under the general direction of executive staff, manages the activities of the Office of Security for the Workers Compensation Board (WCB); supervises Regional Security Officers and Security Officer staff. This position is in the non-competitive jurisdictional class.

 

RELATED CLASSES                 

 

Security Officers are located at busy and crowded State offices to enforce agency regulations and State laws regarding criminal trespass on State property, disorderly conduct and interference with governmental process and operations.  They patrol offices where entitlements, benefits and other determinations potentially adverse to clients are made, the building is regularly visited by large numbers of persons, or the facility is highly secure. These positions are found at various State agencies.

 

Regional Security Officers administratively supervise multiple Chief Security Officers in various regional offices. 

 

Supervisor Security Services centrally supervises an agencys security program; supervises multiple Chief Security Officers.

 

ILLUSTRATIVE DUTIES

 

Implements and administers a comprehensive plan of security for the WCBs statewide buildings, including developing, instituting and enforcing security rules, regulations and procedures; establishes emergency evacuation procedures in response to fire or other threat; supervises a statewide staff of security personnel; serves as chief advisor to the Workers Compensation Board executive team on all security matters; acts as liaison to the New York State Fraud Inspector General, Bureau of Internal Audit, State Inspector General and Federal, State and Local law enforcement agencies; performs or directs the performance of confidential or internal investigations; directs and maintains the Boards statewide security access, keying and alarm systems; reviews and approves reports within the Office of Security; monitors security risk lists against lists of people conducting businesses through the WCB; directs investigations of reported thefts, orders of protection and any other criminal activities occurring on Board premises; orders all equipment and uniforms for Office of Security; coordinates training for Office of Security; selects appropriate security agencies to supply the Board with contract guards to supplement permanent security staff statewide; serves as team leader for the agencys crisis response program and team, and serves as incident commander; serves as member of the agencys health & safety committee and coordinator for security-related construction; and performs the full range of supervisory duties.

 

MINIMUM QUALIFICATIONS

 

Non-competitive:  Seven years experience in a public or private setting overseeing a security operation, including one year of supervisory experience. An associates degree may substitute for two years of non-supervisory experience; a bachelors degree may substitute for four years of non-supervisory experience. Must possess a New York State Security License and maintain for the duration of employment.
