ASSOCIATE UNEMPLOYMENT INSURANCE INTERNAL SECURITY SPECIALIST, GRADE 23

Classification Standard

 

BRIEF DESCRIPTION OF CLASS  

 

Associate Unemployment Insurance Internal Security Specialists conduct the review and documentation of all aspects of Internal Security, which includes security measures and on-site monitoring and evaluation of security procedures in Department of Labor (DOL) local offices or central office.  These positions review and analyze unemployment insurance transactions, programs and operations to ensure the integrity and enhance the efficiency of the Unemployment Insurance Program.  Associate Unemployment Insurance Internal Security Specialists are classified only in the Department of Labor.  This class of positions is also established with a parenthetic that is described in the attachment to this standard for positions in the Unemployment Insurance Benefit Quality Control Unit of the Unemployment Insurance Divisions Adjudication Services Office.

   

DISTINGUISHING CHARACTERISTICS

 

            ASSOCIATE UNEMPLOYMENT INSURANCE INTERNAL SECURITY SPECIALIST:  reviews and analyzes unemployment systems, operations, policies and procedures to prevent, detect and deter fraudulent unemployment insurance transactions; generates, reviews and evaluates leads provided by internal security activities, performs preliminary investigative reviews, prepares investigative reports on employee fraud, high profile and mass fraud cases and recommends new or enhanced operating procedures.  In addition, incumbents conduct risk analysis studies of unemployment insurance operations, policies and procedures; including benefit payments, tax collections and data processing systems to detect and prevent fraud, waste and abuse.  Incumbents rely heavily upon a body of knowledge of Federal and State laws, regulations and policies relating to unemployment insurance benefit administration and program oversight.  

                       

RELATED CLASSES        

 

An Assistant Chief of Unemployment Insurance (UI) Internal Security evaluates the day-to-day operations of the Inspector Generals Internal Security Office.  This individual evaluates policies, procedures and methods and makes recommendations to improve security and controls based on reviews conducted by Internal Security staff, agency produced operating reports, and the results of detection activities.  Additional duties include locating and preventing fraud, waste and abuse in all areas of the Unemployment Insurance Program, including central and local office, employer tax and benefit payment operations. 

                                                                                                                                   

            A Chief of Unemployment Insurance Internal Security is responsible for the overall planning, direction and coordination of the work of the staff in the Inspector Generals Internal Security Office in carrying out a coordinated approach to the development and implementation of comprehensive security controls to ensure the integrity of the unemployment insurance automated system.                                   

An Unemployment Insurance Program Manager 1 is responsible for the operation of the Unemployment Insurance Divisions Benefit Quality Control Unit. Responsibilities include management of various data collection systems developed by the U.S. Department of Labor to be administered in all states by a controlled sampling process to determine propriety of individual benefit payments and the UI systems overall accuracy and integrity, to encourage more efficient administration, and to improve program quality and solvency through error reduction. 

            Supervising Labor Services Representatives assigned to the Unemployment Insurance Benefits Quality Control Unit audit randomly selected unemployment insurance cases under the Benefit Accuracy Measurement (BAM) Program for conformance to law, precedent and policy.  This work includes review of both paid and denied Unemployment Insurance claims.  They also conduct Federal time-lapse and quality performance reviews under the Benefit Timeliness and Quality (BTQ) audit(s) program, at first or higher levels of review, and provide non-monetary determination (NMD) assistance and training to DOL staff.

 

ILLUSTRATIVE DUTIES  

 

When assigned to the Office of the Inspector Generals Internal Security Unit, Associate Unemployment Insurance Internal Security Specialists review unemployment insurance claims transactions to prevent fraud, waste and abuse in the administration of the Unemployment Insurance Program.  Incumbents generate, review and evaluate leads provided by internal security activities; perform preliminary investigative reviews; prepare investigative reports on employee fraud, high profile and mass fraud cases and recommend new or enhanced operating procedures.  Incumbents carry out these activities as follows:

Senior Administrative Analyst, Senior Auditor, Senior Unemployment Insurance Hearing Representative, Senior Unemployment Insurance Investigator, Senior Unemployment Insurance Reviewing Examiner, Supervising Labor Services Representative and parenthetics, Unemployment Insurance Accounts Assistant Supervisor.
