Classification Standard
This position oversees the operation of the Bureau of Taxes and Accounts of the Insurance Department. This involves the administration of various sections of the Insurance and Tax Laws that authorize New York State to tax all insurance companies doing business in the State; the administration of various security funds established to assure the payment of liability claims against insolvent carriers; and the supervision of the fiscal operations and account keeping of the Insurance Department.
DIRECTOR INSURANCE DEPARTMENT TAXES AND ACCOUNTS, under the administrative supervision of the Assistant Director Insurance Department Administration & Operations, directs the activities of the Bureau of Taxes and Accounts; acts as departmental fiscal and property officer; assists in the preparation of the Department's budget; directs the auditing of tax returns filed by insurance companies doing business in the State to determine the correctness of the tax base reported and of the amount of tax paid; directs the collection of taxes on fire insurance written by foreign and alien companies doing business in the State, and the apportionment and distribution of tax monies to fire districts; prepares and reviews legislation concerning insurance company taxes; maintains a current compilation of the insurance tax provisions of the laws of various states; collects payments from companies doing property and liability business in the State to security funds from which claims against insolvent carriers may be paid, distributes to companies their share of annual security fund earnings, and makes payments of expenses and claims; determines and collects assessments against carriers for departmental operating expenses; and collects and accounts for fines, penalties, and fees for services performed by the Department. QUALIFICATIONS: One year of permanent competitive service as Assistant Director Insurance Department Taxes and Accounts.
