Classification Standard

 

BRIEF DESCRIPTION OF CLASS SERIES

 

            Positions in this title series oversee the audit of payroll records of businesses of insureds of the New York State Insurance Fund (SIF) to determine premium charges for workers compensation policies; serve as technical experts for the Premium Audit Program; and supervise subordinate auditors. 

 

            These positions are found only at SIF. 

 

RELATED CLASSES

 

Associate Auditors are working supervisors and perform systematic examinations and appraisals of the accounting and program records and financial affairs of public, for profit, and non-profit organizations and businesses to ensure that accounts comply with governing laws, rules, regulations, and contracts; determine the ability of the organization to conduct its program efficiently and effectively; and evaluate internal controls and practices.

 

DISTINGUISHING CHARACTERISTICS 

 

            INSURANCE PREMIUM AUDITOR 2:  first supervisory level; supervises Senior Auditors; oversees a unit in the Premium Audit Department; performs the more difficult audits. 

 

            INSURANCE PREMIUM AUDITOR 3: supervises Insurance Premium Auditors 2; oversees a division in the Premium Audit Department. 

 

ASSISTANT DIRECTOR, INSURANCE PREMIUM AUDITS:  one-position class; supervises Insurance Premium Auditors 3; oversees activities of all divisions of the Premium Audit Department.

 

            DIRECTOR, INSURANCE PREMIUM AUDITS: one-position class; formulates policy, procedures and guidelines for premium audit activities. 

 

ILLUSTRATIVE DUTIES

 

            INSURANCE PREMIUM AUDITOR 2 

 

Under the general direction of an Insurance Premium Auditor 3, supervises Senior Auditors; assigns and evaluates work; trains staff on proper auditing procedures; ensures auditing activities conform to established policies and procedures; informs auditing staff of changes in Workers Compensation Law, tax law, auditing and accounting procedures; performs difficult and high cost audits; and testifies in court and at pre-trial hearings as an expert witness concerning audits conducted by the Premium Audit Department. 

 

INSURANCE PREMIUM AUDITOR 3

 

Under the general direction of the Assistant Director, Insurance Premium Audit supervises Insurance Premium Auditors 2; monitors and assists in maintaining production standards for subordinate auditors; plans and schedules district office audits; plans strategies for audits of SIFs largest insureds; approves all completed audits and ensures compliance with Workers Compensation Law, departmental policies and procedures manuals, and generally accepted accounting principles and procedures. 

 

ASSISTANT DIRECTOR, INSURANCE PREMIUM AUDITS

 

Oversees the day-to-day activities of the Premium Audit Department; ensures uniform practices in audit activities; plans special payroll audit studies to determine any evidence of irregularities on the part of SIFs policyholders, representatives, and employees; and informs staff of changes in underwriting procedures, Workers Compensation Law, insurance practices, departmental policies and procedures manuals, and generally accepted accounting principles and procedures. 

 

DIRECTOR, INSURANCE PREMIUM AUDITS

 

Directs all activities for the Premium Audit Department; develops policies, procedures, guidelines, and standards for the Premium Audit Department; develops quality control assurance reviews to forestall inaccurate audits, potential fraud, premium leakage, or policyholder complaints; and coordinates the establishment of electronic systems to streamline job functions. 

 


MINIMUM QUALIFICATIONS

 

            INSURANCE PREMIUM AUDITOR 2

 

Promotion: Bachelors Degree in accounting or a Bachelors Degree supplemented by 24 credit hours in accounting or auditing and one year of service in a Grade 18 position at SIF.

 

            INSURANCE PREMIUM AUDITOR 3

 

Promotion:  one year of service as an Insurance Premium Auditor 2 or a Bachelors Degree in accounting or a Bachelors Degree supplemented by 24 credit hours in accounting or auditing and one year of service in a Grade 22 position at SIF.

 

            ASSISTANT DIRECTOR, INSURANCE PREMIUM AUDITS

 

Promotion:  one year of service as an Insurance Premium Auditor 3. 

 

            DIRECTOR, INSURANCE PREMIUM AUDITS

 

Promotion: one year of service as an Assistant Director, Insurance Premium Audits.
