BRIEF DESCRIPTION OF CLASS
This title is a one-position class responsible for the overall coordination, review, oversight, regulatory reform, research, education, and communication in relation to the health and safety of horses and riders in the New York State Racing Industry.
This position is classified at the New York State Gaming Commission (Commission).
DISTINGUISHING CHARACTERISTICS
CHIEF VETERINARIAN: one position class; under the direction of the Commission Chair, the position manages all facets of equine health, safety, and welfare at New York State racetracks and advises Commission members and staff on related issues. The position also develops and implements equine drug policy, and administratively supervises positions of Supervising Racing Veterinarian.
ILLUSTRATIVE DUTIES
· Develops, communicates, and enforces medication policies in consultation with the Commission.
· Directs the evaluation of the safety and condition of racetrack facilities and surfaces.
· Administratively supervises all on-track regulatory veterinarians.
· Administratively supervises and evaluates the State Equine Drug Testing Program laboratory including equine testing procedures.
· Oversees compliance with all regulatory veterinary protocols including infectious disease control and quarantine procedures.
· Oversees and analyzes the incident reporting system and equine necropsy program, and coordinates additional data collection as needed to enhance equine health and safety.
· Directs ongoing education regarding research findings relevant to enhancing equine health and safety, and communication of best practices to all segments of the racing community and public.
MINIMUM QUALIFICATIONS
Non-Competitive: A Doctorate in Veterinary Medicine and/or Veterinary Medical Doctor with a minimum of 10-15 years of experience in equine sports medicine, and license to practice veterinary medicine in the State of New York.
