BRIEF DESCRIPTION OF CLASS

Agency Training and Development Specialists 2 are responsible for training and developing an agency's work force so that it may more effectively provide the agency's services to its customers. Incumbents use educational, adult learning, and multidisciplinary methods, principles, and techniques to plan and organize an agency's training and employee development programs. They use organizational development techniques and processes to address systemic issues so that work units can achieve agency goals and objectives.

DISTINGUISHING CHARACTERISTICS

AGENCY TRAINING AND DEVELOPMENT SPECIALIST 2: First supervisory level; supervises two to four full-time Agency Training and Development Specialists 1.

RELATED CLASSES

Associate Personnel Administrators perform and supervise the performance of various personnel activities, such as position classification, recruitment, placement, and employee services, to staff, develop, and maintain an adequate and competent workforce.

Teachers plan lessons and curricula, instruct, and evaluate the performance and progress of clients who are in the care or custody of a State agency. Course material covers a broad spectrum, from academic and commercial subjects to daily living and motor skills

Agency Training and Development Specialists 1, under the direct supervision of Agency Training and Development Specialists 2, develop and present specific portions of an agency's overall training and development program.

ILLUSTRATIVE DUTIES

Plans, organizes, develops, conducts, and reviews major training and development programs to improve performance of agency operations.

Supervises lower level Agency Training and Development Specialists 1 in developing and conducting specific training programs.

May prepare budget request for training program.

Supervises a clerical staff in maintaining training records.

INDEPENDENCE OF OPERATION

Agency Training and Development Specialists 2 independently develop, conduct, and evaluate training and development programs. The priorities, objectives, and evaluation criteria for the training and development program are usually established by the manager who supervises training.

COMPLEXITY

The work of Agency Training and Development Specialists 2 requires specialized training and experience. Incumbents are expected to be familiar with a broad range of specialized materials that encompass the programs of their agency and the State. They identify specific requirements of agency programs and develop training programs to address those needs. They must understand the concepts of organizational development and the effects of implementing these concepts.

COMMUNICATION

Communication is a very significant element in the daily affairs of Agency Training and Development Specialists 2. Both written and oral communications occur with a variety of individuals, including agency program managers, supervisors, Agency Training and Development Specialists, trainers, classroom participants, and other agency staff. The purposes of the written and oral communications are to receive and convey information about the development, execution, and evaluation of agency training and development programs.

SUPERVISION EXERCISED

Agency Training and Development Specialists 2 supervise Agency Training and Development Specialists 1 and support staff. They assign training courses, review lesson plans and proposed instructional methods for adherence to training objectives, and evaluate staff presentations by observing classes and reviewing participant evaluations. Incumbents instruct staff in training techniques and provide advice and assistance to them in preparing curricula.

MINIMUM QUALIFICATIONS

Promotion: One year of permanent competitive service as an Agency Training and Development Specialist 1.
