Classification Standard
BRIEF DESCRIPTION OF CLASS SERIES
Positions in this series perform skilled work, requiring advanced skills in turf agronomy, environmental protection, golf course maintenance, course set-up and playability, to manage the agronomy, maintenance, construction, and repair of regulation 18-hole golf courses in the New York State Parks' system. This non-competitive series is found only in the Office of Parks, Recreation and Historic Preservation.
DISTINGUISHING CHARACTERISTICS
ASSISTANT GOLF COURSE SUPERINTENDENT: classified only at the Bethpage State Park golf complex. Under the direction of a Golf Course Superintendent 1 or 2, incumbents exercise professional judgment in evaluating course conditions and developing and executing plans for maintenance of assigned courses.
GOLF COURSE SUPERINTENDENT 1: independently manages the maintenance, design, upkeep, environmental planning, and course management for an 18-hole regulation golf course; functions as a technical expert in areas such as turf maintenance, insect and blight damage prevention, irrigation, environmental protection, course layout and daily set-up for play, and operational elements of course play such as tee times, starter, ranger and pace-of-play issues, and handles player complaints.
GOLF COURSE SUPERINTENDENT 2: independently manages the largest and most significant golf course complexes that have more than 18 holes, such as the Bethpage State Park golf complex; may perform all the duties of a Golf Course Superintendent 1; coordinates maintenance schedules, equipment and staff between courses, develops comprehensive turf management plans for all courses, and/or coordinates multi-venue golf programs.
ILLUSTRATIVE DUTIES
Plans, organizes and directs the maintenance of putting greens, tees, fairways, roughs, bunkers, and related course areas and grounds for one or more regulation 18-hole golf courses.
· Maintains proper soil nutrition as required by soil tests; independently develops, implements, monitors, and adjusts daily, weekly, monthly, and seasonal fertilizing, top-seeding and turf management plans.
· Identifies the need for, and supervises the proper application of, pesticides. Maintains compliance with Department of Environmental Conservation regulations for the application, handling, and storage of various pesticides and/or other potentially harmful chemicals.
· Supervises the repair, maintenance, operation, and relocation of irrigation as needed. Establishes daily watering schedules.
· Directs the cutting of greens, tees, and fairways on a daily basis. Determines mowing heights as seasons, precipitation and play dictate. Determines frequency of mowing as needed.
· Develops plans for the control of fungi, weeds, rodents, and other animal infestations that adversely affect the golf course.
· Develops and implements propagation schedules for grasses and plants.
· Sets up the course for play daily. Designates and modifies playing areas (tees, greens, hole locations) each day as play, weather and course conditions dictate.
Plans for and implements long-term course maintenance projects through the periodic review and evaluation of operational stages/sequences. Short and long-term goals are established in order to efficiently and cost-effectively complete a given project. Secures approval from engineering/architectural staff as needed.
Monitors and maintains structures and equipment on the course, such as rest rooms, starter's shack, lightning shelters, water coolers, wells, or snack stands, as well as the grounds surrounding the course and clubhouse.
Determines equipment needs, replacement and repair schedules, and procures supplies/materials/equipment as needed. Maintains inventory records and tracks placement of equipment. Coordinates use of equipment with other park maintenance personnel or units as necessary.
Supervises and directs the activities of course maintenance staff.
· Interviews, hires, trains and supervises a staff of employees engaged in maintaining golf course properties.
· Schedules daily work assignments for staff based on overall golf course conditions, as dictated by weather, general pest cycles, playing patterns, etc.
· Provides staff periodic training on agronomic techniques and procedures, golf course landscape design, the use of specialty equipment, etc. Ensures that staff members are fully instructed and competent in any relevant safety practices and procedures.
Cultivates working relationships with other golf course superintendents, golf professionals, and various professional golf organizations. Attends professional golf (course) conferences in the role of liaison.
Prepares the annual budget for the maintenance and capital improvement of golf course properties.
· Identifies spending priorities to coincide with maintenance objectives as required.
· Ensures that all golf course maintenance and operations are implemented within budgetary constraints.
In circumstances where there is no Golf Course Manager 1 or 2 assigned to a given golf course, a Golf Course Superintendent 1 or 2 may also perform the following duties.
Plans, directs, and supervises all revenue and/or non-revenue generating activities and facilities associated with the golf course. This may include, but is not limited to, the operation of the clubhouse, pro shop, driving ranges, miniature golf, etc.
Directs daily business operations, including regulating hours and usage, coordinating fee and ticket collection, coordinating special events, and handling special requests.
Markets and publicizes golf course schedules, and any routine and/or special activities or programs such as golf tournaments, leagues, etc. Actively pursues and develops public/private partnerships with local and/or national sponsors.
Instills staff with a consumer-driven approach to interacting with patrons. Periodically surveys (formally or informally) patrons to determine satisfaction with the facilities, customer service, and any special promotions or programs.
SUPERVISION EXERCISED
Positions in this class normally supervise the activities of a Golf Course Maintenance Supervisor and all permanent and seasonal course maintenance staff. Incumbents report to the Park Manager or a regional manager, but are expected to apply professional expertise in golf course maintenance with a high degree of independence.
MINIMUM QUALIFICATIONS
ASSISTANT GOLF COURSE SUPERINTENDENT
Five years' experience, including one as a supervisor, maintaining a golf course, including turf management, mowing and watering schedules, application of herbicides, pesticides and fertilizers, and course set-up for play. College education in turf agronomy, golf course maintenance or equivalent may be substituted for up to three years' experience on a year-for-year basis. Training in turf management may be substituted for up to two years' experience at the rate of 20 Continuing Education Units (CEU) equal to one year of education (10 contact hours of training = 1 CEU) .
GOLF COURSE SUPERINTENDENT 1
Five years' experience in planning, coordinating, directing and supervising the maintenance of a golf course and adjoining grounds. This includes relevant experience as an Assistant Golf Course Superintendent, Golf Course Maintenance Supervisor, Golf Course Manager 1 or 2, or equivalent. College education in turf agronomy, golf course maintenance or equivalent may be substituted for up to four years' experience on a year-for-year basis. Training in turf management may be substituted for up to two years experience at the rate of 20 Continuing Education Units (CEU) equal to one year of education (10 contact hours of training = 1 CEU). A maximum of four years of education/training may be substituted for experience.
GOLF COURSE SUPERINTENDENT 2
Six years' experience in planning, coordinating, directing and supervising the maintenance of a golf course and adjoining grounds. College education in turf agronomy, golf course maintenance or equivalent may be substituted for up to four years' experience on a year-for-year basis. Training in turf management may be substituted for up to two years experience at the rate of 20 Continuing Education Units (CEU) equal to one year of education (10 contact hours of training = 1 CEU). A maximum of four years of education/training may be substituted for experience. When designated as Statewide golf coordinator, education in business administration/ marketing and experience in golf program evaluation may be substituted.
