Classification Specification
Incumbents of positions in this series prepare detailed specifications for various items of supply purchased by the Division of Standards and Purchase, the central State purchasing agency, Executive Department Office of General Services. The duties require research into trade publications, technical bulletins, trade practices, specifications of the Federal Bureau of Standards, and other appropriate sources of technical information in the preparation of specifications which include such details as the physical composition, quality, quantity and terms of delivery of the desired article. Positions involving negotiations regarding purchases and the determination of successful bidders are found in the Purchasing Agent Series.
PURCHASE SPECIFICATIONS ASSISTANTS draft proposed new specifications for mechanical, electrical, and electronic items: draft specifications for such items as dishwashers, tractors, trucks, garage and shop equipment, laundry equipment, kilns, commercial refrigeration equipment, etc. requiring considerable research into trade publications, technical bulletins, trade practices, and other sources of information; prepare specifications on other non-standard items; analyze manufacturer shop drawings to assure that items in the process of manufacture conform to specifications; assemble all current data in reference to specifications for the above items from the United States Bureau of Standards, from trade publications, libraries, and any other source of technical information to make it applicable to the general specifications which govern all purchases of materials by the Division of Standards and Purchases. QUALIFICATIONS: Four years of experience assisting in electrical, mechanical or electronic engineering or related fields and two years of experience in the preparation of detailed specifications for use in the purchase of equipment and supplies. College graduation with a degree in electronic, electrical, or mechanical engineering may be substituted for four years of experience in the engineering or related fields. Graduation from a two-year technical institute or two years of college study in applied science may be substituted for two years of such experience.
PURCHASE SPECIFICATIONS ASSISTANTS (ELECTRONICS) assist in the development and preparation of original standard competitive specifications on electronic materials, equipment and supplies such as audiometric testing equipment, two-way radio sets, audiovisual equipment, closed circuit television, television cameras, television receivers, motion picture equipment, sound equipment, electronic instruments, controllers and detectors: prepare drawings and illustrations of electronic materials, equipment and supplies; perform tests in the field to determine if equipment conforms to written specifications and make recommendations based on these tests; consult with and advises purchasing personnel regarding specifications; assist in standardization of electronic equipment; cooperate with laboratory personnel developing and overseeing tests of electronic equipment; arrange for technical experts in State agencies for whom electronic equipment is purchased, to inspect and test equipment. QUALIFICATIONS: Four years of experience assisting in electrical engineering or related fields and two years of experience in the preparation of detailed specifications for use in the purchase of a variety of electronic equipment. College graduation with a degree in electronics or electrical engineering may be substituted for four years of experience assisting in electrical engineering or related fields. Graduation from a two-year technical institute or two years of college study in applied science may be substituted for two years of such experience.
