Classification Specification

Positions in this series perform functions similar to those of positions in the Budget Examiner Series and grade levels are determined in the same manner. Positions in the Budget Examiner (Public Finance) Series are concerned with State, federal, and local fiscal inter-relationships, and with program areas which cut across agency lines.

Positions involving preparation of departmental budget estimates and justifications in the operating departments are classified in the Budgeting Analyst Series.

BUDGET EXAMINER (PUBLIC FINANCE), under direction, analyzes problems, recommends solutions, and participates in special studies in the fields of public finance, economics, and governmental administration: follows program developments in a particular area of governmental activity at the State, federal, and local levels; analyzes changes in program administration and financing, and proposals for new programs or all levels of government; reviews and analyzes various aspects of State aid programs; reviews legislative proposals for fiscal, administrative, and program implications; prepares reports and draft position statements on federal legislation and policy; assists in making estimates of State and local expenditures, revenues, and needs; attends and reports on budget hearings and drafts sections of the budget message; prepares financial statements and may supervise clerical employees engaged in the tabulation of data; drafts replies to correspondence. QUALIFICATIONS: One year of permanent service in a budget examining or research position allocated to Grade 14 or higher.

SENIOR BUDGET EXAMINER (PUBLIC FINANCE), under general supervision, plans and conducts difficult studies in the fields of public finance, economics, and governmental administration, and recommends solutions for fiscal and administrative problems of State and local government: examines intergovernmental fiscal and program relationships; examines State and federal aid problems and local needs, and evaluates formulae for the allocation of funds; follows and analyzes the significance of trends in the national and State economy; develops official estimates of expenditures and revenues based on past experience, current developments, and statutory, economic, and administrative changes; analyzes current developments, and statutory, economic, and administrative changes; analyzes current and proposed revenue sources; drafts legislation, and evaluates federal and proposed State legislation to determine its administrative, social, and economic effects; prepares portions of the budget message; may direct a small group of research or clerical employees. QUALIFICATIONS: One year of permanent service in a budget examining or research position allocated to Grade 18 or higher.

ASSOCIATE BUDGET EXAMINER (PUBLIC FINANCE) engaged in analysis of pressing and especially complex governmental and fiscal problems, which may involve supervision of a small number of Budget Examiners: analyzes proposed State, federal, and local programs and modifications of existing programs and makes recommendations as to the State’s position on such proposals; directs the estimation of State and local revenues and the effect thereon of economic trends; directs the estimation of the effect of program changes on State expenditures; supervises the development of revenue proposals; coordinates programs and financing between State agencies and between levels of government; passes upon the desirability of federal and State legislative proposals and initiates and reviews drafts of proposed legislation; deals with governmental officials, citizens groups, and lobbying organizations; in the absence of superior, may direct the work of a unit or section. QUALIFICATIONS: One year of permanent service in a budget examining or research position allocated to Grade 23 or higher.

PRINCIPAL BUDGET EXAMINER (PUBLIC FINANCE) supervises a unit or a major group within a large unit, engaged in diversified and extensive examinations of problems of State, local, and federal government and finance: initiates projects, critically reviews staff recommendations, and resolves major conflicts in analytical findings and policy recommendations; supervises staff in the preparation of the State’s financial plan, including estimates of revenues and expenditures and determination of State fiscal policy; directs the examination of local programs and fiscal needs and the evaluation of State aid programs, and the analysis of potential revenue sources for State and local government; directs studies of intergovernmental programs, problems, and policies aimed at better coordination between levels of government, and coordinates State and local programs and fiscal policies; analyzes the effects of economic, social, and administrative developments at the national level on State and local programs and finances; recommends legislation and directs the drafting and analysis of legislative proposals; studies policies concerning federal grants to State and local governments; directs relations with and may represent the Director of the Budget in negotiations with other agencies, levels of government and private organizations; advises Director of the Budget on critical issues and developments. QUALIFICATIONS: One year of permanent competitive service in a budget examining or research position allocated to Grade 27 or higher.
