SENIOR TRANSPORTATION ANALYST, GRADE 23

Classification Standard

 

NATURE OF WORK

 

            Senior Transportation Analysts design, direct and conduct transportation systems planning, program planning, and project development and review activities in support of the State’s transportation program.  Positions supervise subordinate staff assigned to their section or project.

 

            These positions are found in the central office and regional offices of the Department of Transportation.

 

CLASSIFICATION CRITERIA AND DISTINGUISHING CHARACTERISTICS

 

            Senior Transportation Analysts are characterized by directing project and program development, analyses, and review activities, developing and implementing planning programs, designing and implementing major surveys and studies, developing and testing new methods for studies, planning, and project accomplishment, and supervising Transportation Analysts and other professional and technical staff, in support of transportation programs.  Typically, incumbents direct a planning or program review section, although positions may be classified to direct and implement special projects or programs.

 

            These positions are distinguished from Transportation Analysts by the latter class’s lack of supervisory and program and project management responsibilities.

 

            Associate Transportation Analysts develop and direct major planning and project development programs and typically supervise several work sections, each headed by a Senior Transportation Analyst.

 

            Positions in this series are distinguished from other planning and research classes by their full-time involvement in activities designed to plan and improve transportation systems.

 

TYPICAL ACTIVITIES, TASK AND ASSIGNMENTS

 

Develops and directs transportation studies and surveys.

 

 

 

 

 

 

 

 

 

 

Supervises the review and evaluation of projects.

 

 

 

 

 

 

 

 

Directs a variety of program support activities.

 

 

 

 

 

 

 

 

 

 

 

Directs regional planning activities by supervising studies and programs, serving as liaison with regional and local transportation agencies, maintaining inventories of local and State transportation facilities, coordinating State and local projects and programs, and providing technical assistance and advice to local authorities.

 

May develop, implement, and supervise special projects and programs for a regional or statewide program.

 

Supervises and trains subordinate staff.

 

 

 

 

 

 

May perform the duties of Transportation Analyst.

 

 

RELATIONSHIPS WITH OTHERS

 

            Senior Transportation Analysts have frequent written and oral communications with subordinate staff, program staff, technical specialists in other areas, and representatives of State and local government to plan and implement projects and programs, discuss findings and recommendations, resolve problems, provide technical assistance and advice,  coordinate activities, and present and explain programs and recommendations to others.  Incumbents must exercise tact and diplomacy to gain cooperation and support for department programs and projects.

 

NATURE OF SUPERVISION

 

            Incumbents supervise the work of subordinate staff, which includes Transportation Analysts and technical and administrative support staff.  In this capacity, Senior Transportation Analysts plan and schedule work, determine project priorities and parameters, provide technical assistance and advice, resolve problems, review work, and make determinations.

 

            Incumbents are supervised by higher level Transportation Analysts who provide program and policy direction, assign staff to project or program areas, establish program priorities, and review completed work for compliance with program and policy objectives.

MINIMUM QUALIFICATIONS

 

            Promotion:  One year of permanent competitive service as a Transportation Analyst or Program Research Specialist 2 (Transportation).
