Complex Real Property Appraisers perform a variety of activities, requiring professional training and experience, to perform data collection, analysis, and valuation activities of both sales and appraisals for certain commercial, industrial, and utility structural properties. They obtain and analyze detailed structural data, economic rental income, company financial statements, and expense information for properties, requiring extensive analysis, multiple computations, and synthesis of information from varying sources, to obtain an appropriate value and oversee the computerized analysis of data and the generation of models to predict values.
Complex Real Property Appraisers are classified only in the Office of Real Property Services.
COMPLEX REAL PROPERTY APPRAISER 1: entry level professional; assigned to a complex area of real property appraisals, including industrial, commercial, and utility structural properties; may supervise and train staff.
COMPLEX REAL PROPERTY APPRAISER 2: supervises two or more professional positions at the Grade 18 level in the appraisal and data collection of commercial, industrial, and utility structural properties; in central office, may serve as the agency's expert in a specialized area of valuation by providing technical assistance and advice, developing manuals, procedures, and training programs, and preparing court ready appraisals; may supervise complex appraisal activities for a regional office or program.
COMPLEX REAL PROPERTY APPRAISER 3: three positions assigned to central office to supervise sections that develop uniform standards and guidelines for the appraisals of all types of property, valuation of utility properties, and specialized utility valuations such as power plants and the analysis of obsolescense; one position assigned to manage complex appraisal activities for the downstate regional office.
Real Property Analysts collect, acquire, review, and reconcile all types of assessment and real property data, appraise real property, review and analyze current assessment administration practices, and develop and support the New York State Real Property Information System.
COMPLEX REAL PROPERTY APPRAISER 1: conducts on-site evaluations of appraisals and sales of properties to gather sales, financing, rental, detailed structural, and expense information and company financial statements used to appraise each property in accordance with the agency's uniform procedures and guidelines; manipulates and analyzes data to develop initial modeling and modeling office review of appraisal information; conducts training sessions for regional and central office staff and local assessors about market value surveys, commercial data collection, and field review procedures; writes detailed documentation to support appraisals and writes drafts of detailed narrative appraisals; and may serve as lead worker on small projects or parts of larger projects.
COMPLEX REAL PROPERTY APPRAISER 2: supervises the on-site evaluation of appraisals and sales; summarizes appraisal and sales information gathered by staff to prepare market value surveys and advisory appraisals of property; reviews and coordinates data submissions and summary reports and selects data for computer and economic analysis, summaries of field findings, and progress reports; evaluates and prepares reports about issues affecting technical valuation, policies and procedures, and new technology for data collection and valuation; schedules and manages staff assigned to regional commercial and industrial data collection and analysis to develop economic market and income data standards; and trains and supervises Complex Real Property Appraisers 1 and other staff.
COMPLEX REAL PROPERTY APPRAISER 3: manages the development of appropriate verification factors needed for applying various methodologies to the valuation of properties; certifies the completion of all appraisals according to accepted appraisal methodology and procedures; testifies in legal proceedings to defend the techniques and data used to value properties; supervises and manages the preparation of commercial, industrial, and utility valuation specifications used to design, develop, and implement specialized computer systems and coordinates these activities with data processing and other agency staff; consults with representatives of utility and industrial companies and agency accounting staff regarding original inventory data; and supervises and trains staff assigned to complex appraisals.
COMPLEX REAL PROPERTY APPRAISER 1
Promotion: one year of permanent service in a position allocated to Grade 14 or higher.
Open Competitive: two years of experience in the appraisal of real estate and two additional years of experience in the appraisal of industrial or commercial properties; a Bachelor's Degree in engineering, accounting, statistics, mathematics, or computer science may be substituted for the general experience as described above.
COMPLEX REAL PROPERTY APPRAISER 2
Promotion: one year of permanent service in a position allocated to Grade 18 or higher.
Open Competitive: two years of experience in the appraisal of real estate and four additional years of experience in the appraisal of industrial, commercial, or utility property; Bachelor's Degree substitution as described above.
COMPLEX REAL PROPERTY APPRAISER 3
Promotion: one year of permanent service in a position allocated to Grade 23 or higher.

of real estate and six additional years of experience in the appraisal
of industrial, commercial, or utility property; Bachelor's Degree
substitution as described above.
