Classification Standard

 

BRIEF DESCRIPTION OF CLASS

 

            Principal Insurance Collectors oversee the daily operations of units responsible for the collection and referral of overdue Workers Compensation and Disability Benefits insurance premium payments.  Incumbents frequently interact with policyholders, collection agencies, attorneys, and others to ensure the collection of overdue premium payments and the resolution of billing problems.

 

            These positions are found only at the State Insurance Fund.

 

DISTINGUISHING CHARACTERISTICS

 

            PRINCIPAL INSURANCE COLLECTOR:  full performance level; reviews cases in which large amounts are due and arranges for payment; and supervises staff engaged in collection and payment processing activities.

 

 

 

ILLUSTRATIVE DUTIES

 

Under the general supervision of an Assistant Credit and Collections Manager, supervises subordinate Principal Clerks,  Principal Account Clerks, and Principal Clerks (Collection); negotiates collection terms for policies and coordinates the collection of timely payments; negotiates credit terms on outstanding balances with assureds, brokers, and group managers; reviews and authorizes cancellations and the reinstatement of policies; reviews and authorizes requests involving large refunds or unusual circumstances, including dividends and retrospective rating adjustments; recommends the forwarding of past due accounts to SIFs Legal Department or to an outside collection agency; oversees and coordinates the processing of payments from collection agencies; audits payments from collection agencies for compliance with contractual agreements; and compiles periodic reports and statistical information, including the past due accounts reports, for management.

 

MINIMUM QUALIFICATIONS

 

Promotion:  one year of experience as a Principal Clerk Collection or Principal Account Clerk.
