BRIEF DESCRIPTION OF CLASS SERIES
Positions in this title series direct and coordinate
support services for the Department of Correctional Services (DOCS).
Incumbents of these positions are responsible for Central Office mail and
supplies, Central Files, purchasing and contractual services, vehicle fleet
management, laundry and housekeeping, commissaries, state shops, capital
equipment, surplus property disposition, quartermaster, pest control and space
planning and allocation.
These positions are only classified in DOCS. All
incumbents at DOCS assist in the total care and confinement of inmates
sentenced to the custody of the Department, and as such perform various duties
and functions in conjunction with the overall operation of a facility and/or
location to which they are assigned.
DISTINGUISHING CHARACTERISTICS
ASSISTANT DIRECTOR SUPPORT OPERATIONS: one position class; serves as overall second in
charge of support operations, which includes all supplies and services used by
the Department.
DIRECTOR SUPPORT OPERATIONS: one position class; plans, organizes, and directs
all support activities, establishes policy, and sets priorities consistent with
Department mission.
ILLUSTRATIVE DUTIES
ASSISTANT DIRECTOR SUPPORT OPERATIONS
Assist
the Director in the planning, development, and implementation of Departmental
procurement policy.
Oversee
the day-to-day administrative activities necessary for the operation of support
operations, including coordinating routine personnel matters such as
evaluations, overtime requests, maintaining the assigned organizational units
roster, and temporary service assignments.
- Assist
the Director in developing management plans to measure the operational
productivity of the assigned organizational unit and to identify strengths
and weaknesses in existing procedures; assist in the development and
implementation of new and improved procedures.
- Coordinate
the activities of subordinate staff to ensure that policies, procedures,
and standards are applied consistently and that management and
administrative practices of the operational sections are handled in
accordance with the policies established by the Director.
- Coordinate
and participate in the assigned organizational units training activities,
ensuring that necessary training is identified and available, and coordinate
employee nomination and attendance.
Represent
the Director and the Department in meetings and in daily contacts with other
State agencies, vendors, and advocacy groups; provide information and advice to
other Department personnel regarding subject matter.
- Coordinate
and/or directly handle responses to inquiries from Legislators,
legislative committees, the Governors Office, other States, and public
and private individuals concerning policies, procedures, and standards
applied to programs administered directly by the Department.
Lead,
conduct, and or participate in special projects as assigned by the Director.
DIRECTOR SUPPORT OPERATIONS
May
perform all of the same duties and functions as an Assistant Director Support
Operations.
Develop
procurement policies.
- Establish
procurement standards and provide procurement guidance for correctional
facilities and Central Office operation.
- Act
as a member of the State Procurement Council to set procurement policy for
all State procurement activities and guidelines for expenditures in excess
of four billion dollars per year.
- Act
as liaison to the Office of General Services (OGS) in matters relating to
procurement, commodity contracts, and Statewide leasing management to
ensure that the Departments unique needs are addressed.
Manage
landlord relationships to ensure that lease provisions are complied with and
that tenant complaints are addressed and resolved.
- Manage
space allocations of all leased properties to fit space allocations to
program purposes of operational units.
- Arrange
for the modification, and/or renovation of leased space to accommodate the
changing priorities of the Department or to site new units.
- Coordinate
the provision of all utilities and communication services, equipment, and
supplies to newly created units.
- Responsible
for writing specifications for special lease conditions needed to
accomplish Department objectives.
- Responsible
for all aspects of a multi-million dollar Capital Equipment program,
including acting as liaison to the Division of the Budget to assist in the
formulation of each fiscal year capital budget request, setting purchasing
priorities, and developing funding requirements.
- Maintain
a computer based tracking of Capital Fund allocations and facility
equipment authorizations to maximize the purchasing power of these funds.
- Coordinate
and process the transfer, surplusing and disposal of all State property.
- Maintain
Department vehicle fleet and manage all aspects of vehicle acquisition,
maintenance, and accident reporting.
- Work
with vendors to design Department-tailored products and initiate new
product evaluations to respond to facility needs.
- Administer
inmate clothing program for all reception inmates to ensure that adequate
supplies are received and to maintain uninterrupted reception center
processing.
- Develop
contracts for inmate clothing requirements, assist facilities in setting
up State Shops.
- Manage
correction officer replacement uniform program and badge system.
- Maintain
a warehouse and distribution network to correctional facilities and
recruit training sites for uniform issue and replacement.
- Responsible
for the overall management of all Department inmate files.
- Assist
facilities in determining best methods for laundry operations, developing
functional layouts and staffing requirements, developing equipment
requirements, establishing operating procedures, and resolving operational
problems.
- Direct
the operations and financial reporting system for facility commissary
operations.
- Direct
the centralized mail, reproduction, and supply functions of the
Department.
- Provide
courier services to all Albany based State, Executive, and Legislative
agencies.
- Responsible
for maintaining emergency housing stocks and deploying to meet all housing
requirements.
- Responsible
for assuring that a yearly sanitation inspection is completed at all
Department facilities.
- Responsible
for providing technical assistance to implement the State Integrated Pest
management program.
MINIMUM QUALIFICATIONS
ASSISTANT DIRECTOR SUPPORT OPERATIONS
Promotion:
one year of permanent competitive
service in the New York State Department of Correctional Services as a Senior
Purchasing Agent, or a Correctional Laundry and Housekeeping Supervisor.
DIRECTOR SUPPORT OPERATIONS
Promotion:
one year of permanent service as the
Assistant Director of Support Operations.
Open-Competitive:
five years experience in hospital,
hotel, or major institutional operation in a supervisory and administrative
capacity.
