Classification Standard

 

BRIEF DESCRIPTION OF CLASS

 

The one position in this class is responsible for directing the activities of policy analysis and policy research in the four program areas of the Department of Health (DOH):  medical assistance, income support, family and childrens services, and adult services.  The incumbents responsibilities include the design and conduct of such analysis and research and the development of necessary informational resources in close collaboration with the involved program divisions, budget staff, and legal staff.

 

This position is only classified at the Department of Health (DOH).

 

 

 

DISTINGUISHING CHARACTERISTICS

 

CHIEF, BUREAU POLICY ANALYSIS, PLANNING AND EVALUATION: director; directs the Departments policy analysis and research.

 

ILLUSTRATIVE DUTIES

 

Design, coordinate, supervise, and conduct analyses of policy proposals advanced by Commissioner, Executive Deputy Commissioner, or division Deputies.

 

Direct staff in the identification of relevant issues, techniques for estimating the potential impact of policy alternatives, and preparation of reports and memoranda that advance the internal decision-making process.

 

Identify policy issues and problems to which the units efforts should be directed in light of proposals advanced by other state and federal agencies, and advise the director of the Office of Program Planning, Analysis and Development on such opportunities.

 

Design, coordinate, supervise, and conduct policy-relevant research projects that provide significant background information to guide policy development.

 

Determine responses to ad hoc inquiries regarding the distribution and characteristics of persons affected by policies and programs based upon the analysis of demographic trends, caseload data, and familiarity with the Departments programs and objectives.

 

Assess information needs to address policy issues across program divisions, make recommendations, and arrange necessary training to allow staff to employ the information in addressing policy issues.

 

Develop appropriate and innovative research techniques for conducting the empirical analysis of policy issues, including methods of survey research, secondary analysis of national demographic datasets, simulation of policy effects, and cost-benefit analysis.

 

MINIMUM QUALIFICATIONS

 

Non-Competitive:  Bachelors Degree and eight years of experience in hospital administration at a health care policy industry group, consulting firm, or non-profit organization.  Three years of experience must involve designing, implementing, and reviewing health care policy within various types of health care programs.  A Masters Degree in Health Care Policy or Public Health may substitute for one year of the general experience.
