Classification Standard

 

BRIEF DESCRIPTION OF CLASS SERIES

 

          Positions in this series provide customer focused parking services to New York State employees, contractors and consultants, and the general public through the development and management of efficient and cost-effective parking operations.          

 

          These positions are classified only in the Office of General Services.

 

DISTINGUISHING CHARACTERISTICS

 

ASSISTANT CHIEF BUREAU PARKING SERVICES: first managerial level; under the general direction of the Chief Bureau Parking Services, provides facility security, enforcement of parking policies, event management, and maintenance operations; and, directly supervises Parking Operations Supervisors and Supervisors of Grounds.

 

CHIEF BUREAU PARKING SERVICES: second managerial level; under the general direction of higher level staff in the Bureau of Parking Services, manages parking operations; and, directly supervises the Assistant Chief Bureau Parking Services. 

 

ILLUSTRATIVE DUTIES

 

ASSISTANT CHIEF BUREAU PARKING SERVICES

 

·       Establishes and updates roster based on enforcement, events, and maintenance priorities identified by the Chief Bureau Parking Services.

 

·       Coordinates staff and resource allocations based on directions from the Chief Bureau Parking Services.

 

·       Manages overtime lists in accordance with rules and regulations.

 

·       Ensures vacancy tracking procedures are implemented and adhered to.

 

·       Evaluates bus schedules and service, and tow requests. Makes recommendations to the Chief Bureau Parking Services.

 

·       Ensures compliance with enforcement policies through management of parking staff.

 

·       Monitors cash reconciliation procedures to ensure compliance and timely deposits of State funds.

 

·       Serves as chief liaison with Real Property Management, Human Resources, and the Business Services Center regarding hiring procedures and terminations.

 

·       Ensures proper documentation associated with staff or patron incidents are filed accurately and in a timely manner.

 

·       Coordinates response to road closures with city and State officials.

 

·       Directs maintenance efforts based on priorities established by the Chief Bureau Parking Services and in response to known safety issues.

 

·       Reviews maintenance work completed by contractors.

 

·       Ensures the functionality and availability of maintenance resources.

 

·       Attends event meetings in the absence of the Chief Bureau Parking Services.

 

·       Performs the full range of supervisory duties (e.g., performance evaluations, time and attendance, and staff development). 

 

CHIEF BUREAU PARKING SERVICES

 

·       Manages the provision of facility security, enforcement of parking policies, event management, and maintenance operations.

 

·       Manages the hiring and exiting processes for all staff.

 

·       Evaluates effectiveness of current parking enforcement policies.  Makes recommendations as appropriate.

 

·       Ensures vacancy tracking information is properly incorporated into administrative capacity assessments.

 

·       Works with higher level staff in the Bureau of Parking Services to establish staff and resource needs.

 

·       Makes budget recommendations based on operational analysis.

 

·       Establishes parking maintenance priorities and coordinates maintenance efforts with other Real property Management Units.

 

·       Works with internal and external parties to provide timely and accurate cash reconciliations.

 

·       Attends meetings regarding event planning.

 

·       Serves as chief liaison with State employees and private entities to ensure power and lighting are available, elevators are in operation, and proper functioning of the gate access management system in facilities.

 

·       Evaluates permit distribution totals in conjunction with Permitting and Administration Units.

 

·       Performs hangtag and/or permit distribution.

 

·       Provides guidance regarding employee parking profile registration.

 

·       Oversees administration of the bus transportation contract.

 

·       Evaluates and assesses impact of road closures on traffic and bus services.

 

·       Drafts tenant information bulletins in response to events or managed closures.

 

·       Works in conjunction with State Police and/or the Albany Police Department to respond to incidents involving patrons.

 

·       Performs the full range of supervisory duties (e.g., performance evaluations, time and attendance, and staff development). 

 

MINIMUM QUALIFICATIONS

 

ASSISTANT CHIEF BUREAU PARKING SERVICES

 

Open Competitive: four years managing permit and cash parking facilities in excess of 7,500 spaces with at least three locations.

 

Promotion: one year of permanent competitive service as a Parking Operations Supervisor.


 

 

CHIEF BUREAU PARKING SERVICES

 

Promotion: one year of permanent competitive service as an Assistant Chief Bureau Parking Services, or two years of permanent competitive service as a Parking Operations Supervisor.
