Classification Standard

 

 

BRIEF DESCRIPTION OF CLASS SERIES

 

          Positions in this series are responsible for the review, evaluation, and approval of professional programs, licensing applications, and continuing education; assist in the development and implementation of guidelines, regulations, and standards concerning professional licensure and practice; and clarify the license, practice, and discipline of the professions. These positions are only found in the State Education Department.

 

DISTINGUISHING CHARACTERISTICS

 

          Levels in this series are distinguished from each other primarily by the complexity of the work assigned and the independence with which duties are performed.

 

          ASSISTANT IN PROFESSIONAL EDUCATION:  performs the full range of duties under the supervision of an Associate in Professional Education or other higher level staff.

 

          ASSOCIATE IN PROFESSIONAL EDUCATION:  advanced performance or first supervisory level; assignments typically involve broader program responsibilities.  An incumbent leads and independently performs the full range of professional duties; may supervise professional and other staff.

 

 

ILLUSTRATIVE DUTIES

 

          ASSISTANT IN PROFESSIONAL EDUCATION

 

·       Responds verbally or in writing to pre-licensure applicants, licensees and the public regarding practice issues and licensing requirements.

 

·       Assists in the development of guidelines, regulations, and standards concerning professional licensure and practice.

 

·       Assist the Executive Secretary to review and evaluate submissions by colleges and universities seeking to have their educational programs deemed licensure qualifying by the State Education Department.

 

·       May analyze legislation and proposed rules and regulation.

 

 

ASSOCIATE IN PROFESSIONAL EDUCATION

 

·       Evaluates proposals for new professional education programs and changes to existing programs to ensure compliance with applicable sections of the Education Law, Regents Rules and Regulations and the Commissioners Rules and Regulations.

 

·       Conducts all necessary activities resulting from proposals requiring amendments by the Board of Regents to an institutions charter, certificates or incorporation, or master plan.

 

·       Conducts program registration reviews and site visits to postsecondary institutions in connection with professional programs.

 

·       Performs in-depth reviews and site visits to postsecondary institutions in connection with professional programs.

 

·       Handles complaints related to professional programs from faculty and students.

 

·       Develops and revises regulations and guidance materials.

 

·       Assist in the development and production of application, practice guidelines and other documents for licensed professions and consumers based on experience in reviewing applications and feedback from interested parties.

 

·       Assist in developing new legislation and regulations; review and comment on proposed legislation, regulations and other documents that affect the practice of the professions.

 

·       Provide technical assistance on matters related to the license, practice and disciplinary responsibilities of assigned professions.

 

·       May supervise Assistants in Professional Education and other staff.

 

 

MINIMUM QUALIFICATIONS

 

          ASSISTANT IN PROFESSIONAL EDUCATION

 

Open Competitive:  a masters degree and three years of professional level administrative or educational experience in a college, university, education agency, or professional association; professional level administrative or educational experience in an agency or organization having oversight, regulatory, or coordinative responsibility for higher or professional education; or professional, administrative, or education experience in credentialing or discipline of professional licensees.

 

Two years of this experience must have been related to the regulation of professionals licensed under Title 8 of the New York State Education Law in such areas as training, testing or supervising professionals; or to the development, review, evaluation or offering of professional education programs.

 

 

ASSOCIATE IN PROFESSIONAL EDUCATION

 

Promotion:  one year of permanent service as an Assistant in Professional Education.

 

Open Competitive:  Masters and five years of professional level administrative or educational experience in a college, university, education agency, or professional association; professional level administrative or educational experience in an agency or organization having oversight, regulatory, or coordinative responsibility for higher or professional education; or professional, administrative, or education experience in credentialing or discipline of professional licensed under Title 8 of the New York State Education Law.

 

Three years of this experience must have been related to the regulation of professionals licensed under Title 8 of the New York State Education Law in such areas as training, testing or supervising professionals; or to the development, review, evaluation or offering of professional education programs.
