Classification Standard

 

BRIEF DESCRIPTION OF CLASS SERIES

 

          Positions in this series plan and conduct research projects for use by the management of the Education Department in policy and program planning and evaluation.   Subject matter includes basic issues in curriculum content, administration, organization, finance, school personnel management, and evaluation of the effectiveness of the education program in various subject matter and geographic areas.  Institutions involved include schools, school districts, colleges, universities, museums, libraries and the Department itself.  Studies of professional licensure are also conducted.  These positions are only found in the State Education Department.

 

DISTINGUISHING CHARACTERISTICS

 

          Levels in this series are distinguished from each other primarily by the complexity of the work assigned and the independence with which duties are performed, including responsibility for the quality and the consequences of the completed work.

 

          ASSISTANT IN EDUCATION RESEARCH:  performs the full range of duties under the supervision of an Associate in Education Research or other higher level staff.  Plans and conducts less difficult research studies, is responsible for segments of large studies, and collaborates with higher ranking research personnel in difficult and complex studies.

 

          ASSOCIATE IN EDUCATION RESEARCH:  advanced performance or first supervisory level; assignments typically involve complex research projects presenting greater difficulties in planning and execution, in formulating conclusions and recommendations, and in securing agreement to them. 

 

ILLUSTRATIVE DUTIES

 

          ASSISTANT IN EDUCATION RESEARCH

 

Outlines study assignments and methodologies, submits them to superiors for approval, and revises as recommended.

 

Develops tools for obtaining data, including questionnaires, schedules, tests, and interview outlines.

 

Secures data, composes a report embodying conclusions and, after critical review by superiors, rewrites the report as necessary.

 

When collaborating with higher ranking research personnel, drafts data collection tools; analyzes information gathered; participates in drafting the report; and, in all stages of the study, collaborates with superiors in planning the study and critically analyzing objectives, methods and conclusions.

 

          ASSOCIATE IN EDUCATION RESEARCH

 

Performs similar duties as Assistants in Education Research, typically for more complex projects.

 

Identifies and defines problems for study; plans studies; coordinates related studies and staff engaged in them.

 

Acts as a consultant and resource person when the Department cooperates with outside agencies in research.

 

Aids in planning and carrying out cooperative research.

 

Assists in the planning and completion of surveys to evaluate educational programs and practices.

 

Prepares reports to aid in the determination of administrative policy in the Department and in local school systems for the use of the Commissioner of Education, the Board of Regents, and members of the Legislature.

 

May supervise Assistants in Education Research and other staff.

 

MINIMUM QUALIFICATIONS

 

          ASSISTANT IN EDUCATION RESEARCH

 

Open Competitive:  Masters degree and three years of professional research experience, of which at least two years must have been primarily involved in research on educational issues or topics.

 

          ASSOCIATE IN EDUCATION RESEARCH

 

Promotion:  one year of permanent service as an Assistant in Education Research.

 

Open Competitive:  Masters degree and five years of professional research experience, of which at least three years must have been primarily involved in research on educational issues or topics.
