Classification Standard

 

BRIEF DESCRIPTION OF CLASS SERIES

 

Positions in this title series are members of an interdisciplinary team, charged with managing and delivering educational services to court adjudicated youth residing in a facility offering a military style rehabilitation program.  Incumbents provide a range of structured activities for youth; instruct practical life skills and academic curriculum related to each activity; instruct cadets on an individual and group basis by interrelating basic academic skills with each activity; and assist in the ongoing operation of the program.   

 

These positions are only classified at the Office of Children and Family Services (OCFS).  Incumbents of OCFS assist the agency in fulfilling its responsibility for its programs and services.  All incumbents perform various duties and functions in conjunction with the overall operation of a facility and/or location to which they are assigned.

 

DISTINGUISHING CHARACTERISTICS

 

Cadet Program Education Specialists:  each of the four levels perform essentially the same instructional tasks.  These levels are distinguished from each other by the incumbents level of academic preparation, types of professional certification achieved, and length and appropriateness of teaching experience. 

 

ILLUSTRATIVE DUTIES

 

Provide a range of structured activities consistent with the Youth Leadership Academy program objectives.

 

-          Evaluate the needs and capabilities of adjudicated youth (cadets) and provide physically and mentally challenging activities.

 

-          Ensure the safety of all participants while fostering the personal development of youth.

 

-          Understand and follow laws, regulations, policies, and philosophy governing the Office of Children and Family Services.

 

Instruct practical life skills and academic curriculum related to each activity/project. 

 

-          Assess and address the needs and abilities of each cadet, understanding their individual learning styles.

 

-          Present topics in a clear and understandable manner.

 

-          Evaluate performance of tasks and assist in areas of difficulty.

 

-          Evaluate and document each cadets achievements.

 

Instruct cadets on an individual and group basis by interrelating basic academic skills with each activity.

 

-          Identify and evaluate the primary academic, social, and emotional needs of cadets.

 

-          Assist cadets in identifying and integrating the structured activity into a meaningful experience.

 

-          Create and maintain a positive and safe atmosphere for sharing personal experiences.

 

-          Model those attributes deemed appropriate for the cadets development.

 

Assist in the ongoing operation of the program as delegated.

 

-          Provide assistance to other academic and vocational staff in addressing the needs of cadets. 

 

-          Maintain the necessary supplies and equipment to operate the training activities.

 

-          Supervise cadets, ensuring necessary custody and security practices.

 

-          Support the counseling program by providing regular input on youth issues, and, as needed, lead groups in the absence of Cadet Counselors.

 

-          Complete all written reports, correspondence, and documentation as required.

 

 

 

MINIMUM QUALIFICATIONS

 

CADET PROGRAM EDUCATION SPECIALIST 1

 

Open Competitive:    application for New York State provisional or initial certification or New York State Certificate of Qualification in the appropriate specialty.

Open Competitive: New York State provisional or initial certification or New York State Certificate of Qualification in the appropriate specialty.

Open Competitive:   permanent or professional New York State certification in the appropriate specialty.

Open Competitive:  permanent or professional New York State certification and two years of post-certification teaching experience in the appropriate specialty.

 

Requirements for continued employment: Possession of a permanent/professional or provisional/initial New York State certificate in the appropriate specialty is necessary for continued employment.  Loss of certification will result in termination of employment.
