Classification Standard   

 

BRIEF DESCRIPTION OF CLASS

 

Civil Engineers 3, under the general direction of higher level managers, supervise, direct and manage civil engineering work involving the full range of professional activity in the planning, design, inspection, construction supervision, maintenance and technical review and evaluation of roads, bridges, railroads, airport structures, materials, bedrock and geotechnical conditions, traffic control systems, intersections and related structures and equipment.  Incumbents may also direct the review of consultant and contractor work plans and estimates or supervise staff who serve as construction project managers.  Civil Engineers 3 may be responsible for interpretation or development of engineering policy, quality assurance processes and technical training.

 

Civil Engineers 3 are found in several State agencies, however, the majority of these positions exist in the Department of Transportation.

 

DISTINGUISHING CHARACTERISTICS

 

CIVIL ENGINEERS 3: provide administrative supervision to licensed professional engineers who manage and direct subordinate engineering and technical staff engaged in the planning, design, construction, maintenance and evaluation of complex civil engineering projects.  Incumbents in these positions typically oversee a civil engineering functional group and/or section with squads or units headed by Civil Engineers 2.  However, Civil Engineers 3 may also be assigned to serve as the principal assistant to a Civil Engineer 5 responsible for a regional or Statewide civil engineering program.

 

RELATED CLASSES

         

Civil Engineers 2 perform the full range of professional engineering activities which require possession of a Professional Engineer's License.

 

Civil Engineers 3 (Structures) supervise functional groups and/or sections of lower level professional engineers and technicians responsible for one or more of the structural engineering specialties or for developing and managing Statewide structures-related programs.

 

Civil Engineers 3 (Materials) supervise functional groups and/or sections of lower level professional engineers and technicians in determining the engineering properties of construction and other materials, including their proper handling and usage.

 

Civil Engineers 4 direct a major civil engineering program in a small to mid-sized regional facility; manage complex, multi-year rehabilitation/construction projects; and function as Statewide technical experts in a variety of engineering fields.

 

Civil Engineers 5 direct a major civil engineering program in a mid-sized to large regional facility, or have overall responsibility for a Statewide engineering program in an agencys main office.

 

Associate Transportation Analysts develop and direct major planning and project development programs and typically supervise several work sections, each headed by a Senior Transportation Analyst.

 

Transportation Maintenance Engineers 1 plan, manage and supervise all highway and bridge maintenance activities and daily operations for a Department of Transportation Highway Maintenance Residency or Bridge Maintenance Program.  Incumbents in these positions plan, schedule and assign work, allocate equipment, materials and personnel, determine and adjust the facilities or programs' operating budgets and represent the Department with local officials and the public.

 


ILLUSTRATIVE DUTIES

 

May be assigned as principal assistant to a Civil Engineer 5 responsible for a regional or Statewide Engineering Program.

 

Supervises and directs the activities of a civil engineering functional group and/or section; assigns work, reviews progress and evaluates staff performance and quality of work and training needs.

 

-        Serves on management team, works collaboratively with other section heads, higher-level engineers and program managers.

 

-        Determines the distribution of human and other resources among units to ensure that appropriate resources are available to meet commitments to internal and external customers.

 

Manages and directs Engineers-in-Charge (EICs) of various construction projects or performs the duties of EICs for larger, more complex projects.

 

Oversees and manages the development of departmental engineering design standards, policies and procedures, and guidelines and technical training.

 

-        Issues policies, standards and guidance necessary to produce designs for various engineering projects.

 

-        Coordinates activities with appropriate main office and/or regional program areas to maintain uniformity in engineering processes and procedures throughout the agency.

 

-        Provides training and technical assistance to department units, other agencies and the public.

 

-        Provides technical and management assistance on construction related activities.

 

Directs technical and process improvement initiatives. 

 

-        Provides technical and management assistance on construction related activities.

 

-        Develops and implements quality assurance processes.

 

-        Manages quality assurance activities.

 

-        Manages the development and delivery of technical/construction-related training to main office and regional staff.

 

-        Directs safety activities and training activities.

 

Ensures engineering projects conform with various State, federal, and local laws, rules, and regulations.

 

-        Manages and directs Engineers-in-Charge (EICs) of various construction projects or performs the duties of EICs for larger, more complex projects.

 

-        Assures compliance with civil rights and labor relations requirements, as well as environmental laws.

 

-        Oversees local let, utility, railroad and other types of projects affecting region and/or Statewide engineering projects.

 

-        Reviews and inspects projects at various stages of completion including the review of project updates to ensure compliance with various internal and external laws, rules, and procedures.

 

Manages and directs contract administration activities.

 

-        Directs contract administration activities including dispute resolution, bid review, contract acceptance, overtime authorization, time extensions and final inspections.

 

-        Directs consultant contract administration activities.

 

-        Approves Orders on Contract.

 

-        Reviews engineering issues in contracts and claims, and may be required to provide expert testimony in court cases concerning engineering issues.

 

Designs, develops, manages or directs programs that improve and/or assure the safety of such transportation system elements as:  Intelligent Traffic Systems, Transportation Management/Operations Centers, Bridge Management/Inventory/Inspection/Safety Assurance Programs, and Highway Maintenance/Operations.

 

-        Directs, provides guidance and participates in various engineering studies related to transportation safety, accident surveillance and analysis, issuance of permits for highway construction purposes, and ensuring safety in highway construction work zones.

 

-        Maintains and reviews transportation design plans to ensure optimal highway safety.

 

-        Manages the issuance of highway work permits pertaining to residential, commercial and utility development.

 

-        Provides overall direction and management in the design and operation of safety management systems.

 

-        Works with multiple State and local jurisdictions in the design and improvement of transportation systems' safety.

 

-        Implements Statewide programs, policies and standards at the regional level.

 

Manages and directs activities to implement the Capital Program.

 

-        Develops strategies for Capital Program Development.

 

-        Develops tracking and management systems.

 

May perform any of the tasks assigned to Civil Engineers 2.

 

INDEPENDENCE OF OPERATION

 

Civil Engineers 3 exercise considerable independence in carrying out their activities, tasks and responsibilities. This independence is a key characteristic at this level of professional engineering which involves responsibility over multiple units with limited supervision from higher levels.  Civil Engineers 3 are expected to coordinate project activities with other managers and to assure compliance with various agency processes and procedures.

 

SUPERVISION EXERCISED

 

Civil Engineers 3 typically supervise multiple teams of lower-level engineers, technicians, construction inspectors and support staff engaged in a wide variety of civil engineering activities.  Incumbents in these positions make assignments, review completed work for technical accuracy, provide administrative direction, interpret policy, and assure that work performed complies with established policies, procedures and program objectives.  Civil Engineers 3 generally report to higher-level engineers and program managers.

 

MINIMUM QUALIFICATIONS

 

Promotion: one year of permanent competitive service in a position allocated to Grade 23 or higher and possession of a current Professional Engineers License.

Civil Engineers 3 (Structures) manage the work of a functional group and/or section of subordinate engineers and drafting technicians involved in bridge design, bridge design quality assurance, bridge safety assurance, bridge load rating, bridge management and inspection, hydraulic design of bridges, bridge construction activities, bridge planning activities, preliminary design of bridges, or special structures design.  Positions in this class may also supervise the review of plans, specifications and estimates prepared by contract engineers for new construction and rehabilitation projects.

 

Civil Engineers 3 (Materials) manage a functional group and/or section of the Materials Bureau and represent the Bureau in engineering matters.  This involves managing the development and/or revision of specifications, quality assurance programs and the analysis of special materials engineering problems.  Civil Engineers 3 (Materials) establish sampling and inspection methods and assist the regional offices in implementing the procedures.  Following implementation, positions in this class develop performance surveys to evaluate design, construction, and maintenance procedures.
