Classification Standard

 

            These engineers design and redesign building structural elements for all types of structures up to and including multistoried structural steel frame buildings.  They work in conjunction with architectural designers and provide the structural elements to carry out the architectural design.

 

In addition to the original design of such structural elements these engineers check the designs of their colleagues and of private architectural and engineering firms who have designed structures on contract.

 

            Positions of Senior Drafting Technician (Structural) and Principal Drafting Technician (Structural), and clerical employees assist the Building Structural Engineers in tracing, detailing, filing, record keeping, and simple arithmetical calculations.

 

            ASSISTANT BUILDING STRUCTURAL ENGINEER performs professional civil engineering work of moderate difficulty in the development of structural details in the design of buildings:  from architect’s layout, plans and designs the structural details of various types of structures, such as hospitals, prisons, warehouses, and power plants for strength, placement, and economy of size of members; prepares drawings of special or unusual features of such design for the preparation by others of working architectural drawings; checks shop drawings; specification, and estimates on construction; does other related work as required.  QUALIFICATIONS:  Promotion:  One year of permanent service in an engineering position allocated to Grade 15.  Open Competitive:  One year of engineering experience in the preparation and checking of structural plans for buildings and five additional years of any combination of the following:  (a) assisting in civil engineering work; (b) college study in engineering; (c) technical institute or two-year college study in applied science in a curriculum relating to building construction or pre-engineering.  One year of graduate study in structural engineering may be substituted for one year of the required experience.

 

            SENIOR BUILDING STRUCTURAL ENGINEER, in the Department of State, Office of General Services and in the Division of Housing and Community Renewal supervises and performs difficult and responsible civil engineering work in the design or review of structural features for steel and concrete buildings:  designs or reviews all structural requirements for any type of building including the most difficult and complex structural features and involving the coordination of architectural, mechanical, electrical, and plumbing design: may check the most intricate shop and contract drawings or collect data for use in connection with recommendations for their approval; reviews, analyzes, and prepares estimates, specifications, and standards for structural construction; prepares drawings or sketches of special or unusual features of structural design; supervises the making of necessary engineering calculations; prepares technical  reports; does other related work as required.  In the Bureau of Building Codes of the Division of Housing and Community Renewal prepares, reviews, and analyzes provisions of the State Building Construction Code, Code Manual, Housing Code, and Rules and Regulations of the Multiple Residence Law with special regard to structural work, including steel, concrete and timber construction for buildings; conducts studies in municipalities to ascertain the need for and recommends modifications or revisions of Codes as dictated by local conditions and experience; examines and comments on plans and specifications for building construction submitted by municipalities operating under the State Building Construction Code; consults and corresponds with architects, engineers and builders regarding interpretation of the State Building Construction Code and the generally accepted standards for building construction.  QUALIFICATIONS:  Professional engineer’s license and Promotion:  Two years of permanent service (a) as Assistant Building Structural Engineer or (b) in an engineering position in Grade 20. Open Competitive:  Two years of professional building structural engineering experience.

 

            ASSOCIATE BUILDING STRUCTURAL ENGINEER in the Office of General Services, supervises an assigned section of the Structural Design Unit; supervises the preparation of structural steel or reinforced concrete designs, specifications, and estimates; supervises the preparation of chimney, underpinning, and retaining wall designs, specifications and estimates; supervises the review of plans, specifications, and estimates prepared by consultants; supervises the approval of changes in plans suggested by inspectors, supervising construction change orders; assigns design projects and reviews completed work plans; coordinates the layout of structural features of all state building projects with the architects and engineers of the State Architects Office, soils engineers of the department, consultants, and department and institution representatives, answers correspondence from department representatives, contractors, manufactures, consultants, and Federal and local officials; supervises the inspection of state-owned or rented structures and the preparation of reports concerned with structural safety, adequacy, and stability.  Work is performed under general supervision from a higher level Engineer.  In the Building Codes Bureau, Division of Housing and Community Renewal serves as the structural specialist for the State Building Code Council in reviewing, analyzing, reporting on, and making recommendations with respect to building code provisions covering structural work, including steel, concrete and timber work; prepares modifications and revisions of the structural provisions of the State Building Construction Code for approval by the Council; examines and analyzes data resulting from  tests of new materials and methods of construction to determine acceptability under the provisions of the Code; examines and reports on structural details of building plans submitted for review and advisory consultation by local building officials; consults with local building officials and studies the operation of the Code in municipalities where applicable.  QUALIFICATIONS:  Professional engineer’s license and Promotion:  Two years of permanent service either as (a) Senior Building Structural Engineer or (b) in an engineering position allocated to Grade 24.  Open Competitive:  Four years of professional building structural engineering experience including at least two years of important supervisory responsibility.
