Classification Standard

 

 

            SENIOR BUILDING CONSTRUCTION ENGINEER in the Office of General Services, either supervises large and complex building construction or reconstruction projects or assists a higher ranking engineer in the largest and most complex projects:  inspects and supervises projects and parts of projects for adherence to specifications and standards of good workmanship; coordinates the work of several contractors; reviews plans, specifications, and estimates and authorizes and recommends changes to meet local conditions, shortages of materials, or other unforeseen circumstances during construction; may make cost studies, prepare progress reports, and do other related work; supervises the work of subordinate engineers and Superintendents of Construction.

 

            In the Department of Health, Division of Hospital Review and Planning, Bureau of Hospital Construction, makes periodic inspections of hospital construction projects to determine compliance with contract and applicable building codes; recommends interim payments of Federal grant funds based on compliance with Federal regulations; determines compliance with Federal wage-rate regulations by contractors during construction period; reviews and recommends approval of contract changes during construction; participates in surveys of existing hospital buildings to determine suitability for expansion programs.  QUALIFICATIONS:  Professional engineer's or architect's license and:  Promotion:  Two years of permanent service as (a) Assistant Building Construction Engineer or Senior Superintendent of Construction or (b) in an engineering or architectural position allocated to Grade 19.  The eligible list consisting of candidates qualifying under option (b) will not be used until the list of candidates qualifying under option (a) is exhausted.  Open Competitive:  Two years of engineering or architectural experience in the supervision and inspection of building construction projects.

 

            ASSOCIATE BUILDING CONSTRUCTION ENGINEER, in the Office of General Services, supervises building construction, reconstruction, and maintenance projects of maximum size and complexity:  progresses contracts; expedites, coordinates, and reports on building construction projects; insures adherence to specifications, contracts, and standards of good workmanship; obtains and reports data relative to construction for use in the design of new projects; interprets drawings and specifications; may develop, review, and approve construction plans, supervises a large number of subordinate engineers and Superintendents of Construction assigned to his project or projects.  QUALIFICATIONS:  Professional engineer's or architect's license and:  Promotion:  Two years of permanent service as (a) Senior Building Construction Engineer or (b) in an engineering position allocated to Grade 23 or higher.  The eligible list consisting of candidates qualifying under option (b) will not be used until the list of candidates qualifying under option (a) is exhausted.  Open Competitive:  Four years of engineering or architectural field experience in the supervision of building construction projects including two years of important supervisory responsibility.

 

            DIRECTOR, DIVISION OF CONSTRUCTION SUPERVISION, in the Office of General Services’ Design and Construction Group, under the Deputy Commissioner is responsible for the management and direction for the supervision and inspection of all State building construction activities.  This position establishes and formulates the policies and procedures and plans associated with the administration and direction of the Division of Construction and acts as the chief liaison between construction clients, contractors, construction management firms and other divisions in the Design and Construction Group.  The Director coordinates and directs the development of workforce plans for the Division of Construction.  Monitors the Division of Construction's performance on construction projects to evaluate the quality, effectiveness and timeliness of construction management, inspection and supervision of services provided by the region construction staff in accordance with the Division's operating policies, procedures and contracts.  QUALIFICATIONS:  Professional Engineer's License or Architect's License and nine years of progressively responsible engineering or architectural experience of which at least four years must have included major full-time responsibility for the building construction inspection and supervision activities for a large public or private construction organization.
