Classification Standard
Superintendents of Construction inspect materials and work product at State building construction projects for adherence to contracts and to acceptable construction practices to insure that quality, safety, and other standards are maintained. Much of the Superintendents effectiveness comes from the incumbents ability to establish and maintain good working relations with contractors so that projects can be expedited while State interests remain protected. When materials, quality of work, or safety precautions are substandard, the Superintendent requires the contractor to correct the fault, and may order stoppage of work until the correction is made. Supervision is received from construction engineers who are in charge of projects or groups of projects, and who make final inspections before projects are accepted by the State. Differences of opinion or interpretation on which the Superintendent cannot secure the contractors voluntary compliance are referred to the construction engineer.
Positions which require the application of professional engineering knowledge and experience to the supervision of construction projects are classified in the Building Construction Engineer Series, or the Mechanical Construction Engineer Series.
ASSISTANT SUPERINTENDENT OF CONSTRUCTION inspects parts of large building construction projects to insure adherence to plans, specifications, and other standards, or inspects all construction at small building construction projects: on the larger projects, incumbents ordinarily inspect parts of building construction restricted to a particular trade or craft such as the brick work, plastering, carpentry, or earth and concrete work, under supervision from the engineer in charge or from a Senior Superintendent of Construction. When assigned to less complex projects, the Incumbent is the inspector in charge of all construction. Typical assignments include inspecting building materials and quality of work to insure adherence to contracts and good construction standards; expediting execution of contracts to avoid unnecessary delays; preparing periodic reports of construction and of problems encountered; assisting engineers or higher ranking inspectors in preparing periodic and final progress reports upon which construction payments are based; coordinating the construction work with contractors and other inspectors. QUALIFICATIONS: Three years of field experience as a building construction superintendent, construction supervisor, contractor, inspector, engineer, or architect.
SENIOR SUPERINTENDENT OF CONSTRUCTION inspects a wide variety of building construction projects to insure adherence to plans, specifications and other standards, either under direct daily supervision from an engineer at the largest projects or with somewhat greater independence at smaller projects. All positions on this level are under direction from engineers in the Building Construction Series, and supervise the work of Assistant Superintendents of Construction. Typical assignments include inspecting the materials and quality of work in all parts of building construction projects; coordinating the work of lower ranking inspectors and the operations of a number of contractors to avoid unnecessary delays and to insure adherence to quality, safety, and other standards; preparing periodic and final progress reports upon which contractors payments are based; referring controversial construction inspection questions to the engineer in charge. QUALIFICATIONS: One year of permanent service as an Assistant Superintendent of Construction; or five years of field experience as a building construction superintendent, construction supervisor, contractor, inspector, engineer, or architect.
