Classification Standard

 

            Positions in this series design sewage and water supply systems for State buildings and institutions and supply expert advice and training service to State agencies in the operation of such systems.  Engineering positions concerned with the promotion an regulation of sanitary practices relating to water supply and sewage disposal and other aspects of environmental sanitation are described in the Sanitary Engineer Series 4401300.  Positions of Senior and Principal Drafting Technician (General), see Series 5111300 and 5111501, assist in the design of sanitary engineering facilities.

 

            ASSISTANT SANITARY ENGINEER (DESIGN) plans and designs water, gas, and sewage systems, filtration, water treatment, and sewage disposal plants, and other sanitary and civil engineering facilities for State buildings and institutions:  secures civil or sanitary engineering data in the field and prepares designs, specifications, and estimates; reviews, modifies, and approves specifications and estimates prepared by specifications writers and estimators;  may guide and review the work of Junior Engineers and Drafting Technicians.  QUALIFICATIONS:  Promotion:  One year of permanent service in an engineering or drafting position in Grade 15.  Open Competitive:  One year of engineering experience in the design of sewage systems, water treatment plants, and other sanitary engineering facilities and five additional years in any combination of the following:  (a) assisting in civil or sanitary engineering work; (b) college study in engineering; (c) technical institute or two-year college study in applied science or in a curriculum such as construction, highway technology or pre-engineering.  Completion of a fifth year of undergraduate study or of one year of graduate study in civil or sanitary engineering may be substituted for one year of the required experience.

 

            SENIOR SANITARY ENGINEER (DESIGN) critically reviews plans and specifications for water supply and sewage treatment plants and related structures and facilities, personally designs the more difficult and complex systems, assigns and reviews the work of subordinate engineers and drafting technicians, checks contractors’ shop drawings, reviews change orders on contracts, and writes and reviews specifications for sanitary engineering projects.  QUALIFICATIONS:  Professional engineer’s license and:  Promotion:  Two years of permanent service as (a) Assistant Sanitary Engineer (Design) or (b) in an engineering position allocated to Grade 19 or higher.  The eligible list of candidates qualifying under option (b) will not be used until the list of candidates qualifying under option (a) is exhausted.  Open Competitive:  Two years of professional civil engineering experience.

 

            ASSOCIATE SANITARY ENGINEER (DESIGN) plans and supervises the design of water supply and sewage treatment plants and related structures and facilities:  assigns work to staff; advises staff concerning the general type of design required for each project; determines priorities; reviews plans; coordinates the work with other agencies; confers with representatives of operating departments and agencies, the sanitary engineering staff of the Department of Health, Budget representatives, and representatives of contractors.  QUALIFICATIONS:  Professional engineer’s license and:  Promotion:  Two years of permanent service as (a) Senior Sanitary Engineer (Design), or (b) in an engineering position allocated to Grade 23 or higher.  The eligible list of candidates qualifying under option (b) will not be used until the list of candidates qualifying under option (a) is exhausted.  Open Competitive:  Four years of professional civil engineering experience including at least two years of important supervisory responsibility.
