Classification Standard

 

BRIEF DESCRIPTION OF CLASS SERIES

 

            Positions in these titles apply professional engineering knowledge in the supervision and direction of an environmental quality bureau, section or regional program.  As licensed professionals, Environmental Engineers 3 and 4 ensure that effective measures for the protection of public health, environmental quality, and natural resources are achieved through prevention, abatement, inspection, enforcement, remedial and corrective action programs conducted in cooperation with municipalities, industry, other federal, State and local agencies and the public.  Environmental quality areas include:  air and water pollution control, solid waste management, pollution prevention, water supply and water management, the remediation of contaminated and petroleum sites, and hazardous substance/waste emergency response.  Positions in this title series are classified in the Department of Environmental Conservation, the Thruway Authority and the Canal Corporation.

 

DISTINGUISHING CHARACTERISTICS

 

            ENVIRONMENTAL ENGINEERS 3:  section heads or regional managers with responsibility for a major environmental program; provide supervision to lower level engineers, technical support staff and analysts; provide direction to project teams on large and major environmental projects.

 

            ENVIRONMENTAL ENGINEERS 4:  bureau chief in central office or regional manager with responsibility for one or more major environmental programs; responsible for development and implementation of bureau work plans, policy development and monitoring progress towards program goals; responsible for monitoring and assuring adherence to standard engineering practices, State policies, plans and regulations with respect to both administrative and technical responsibilities.

 

ILLUSTRATIVE DUTIES

 

ENVIRONMENTAL ENGINEER 3

 

As a section head or regional manager:

 

Provides advice on and prepares draft legislation, regulations, technical guidance and policy and procedure documentation for program implementation and improvement. 

 

Prepares draft work plans and section budgets.

 

Plans, assigns, schedules, reviews and evaluates the work of subordinate professional staff. 

 

-     Ensures that assignments are completed in a manner consistent with current State and Federal laws, policies, guidance and regulations.

 

-         Determines scope of work and supervises the undertaking of site specific engineering studies and assures that the proposed specifications for construction, operation or remedial measures are prepared in accordance with Department and Federal guidelines, policies, regulations and laws and are protective of public health and the environment. 

 

-         Supervises the provision of technical assistance and guidance in their respective program areas to other State and federal agencies, department staff, consultants and members of the regulated community, special interest groups and the general public.

 

-         Coordinates and oversees field investigations and remedial activities, including formal enforcement action, to ensure that responsible parties perform pollution control and remedial work to correct identified deficiencies. 

 

-         Establishes criteria to prioritize compliance efforts, standards for compliance strategy development and procedures for formal legal referral to alleviate existing practices leading to environmental pollution. 

 

-         Monitors project milestones for compliance assurance.   

 

Conducts meetings with professional engineers, concerned citizens, public officials, industrial managers and consultants, other federal, State or local agencies and department staff regarding projects and activities.

 

Participates as directed, in interagency and interstate task forces, in order to represent the Department on special projects or initiatives.

 

Communicates with the media representatives regarding projects and activities. 


 

ENVIRONMENTAL ENGINEER 4          

 

Under the general supervision of a Division Director or Assistant Division Director in the central office, or a Regional Director in a region:

 

 

Assists in the development of policies or procedures concerning environmental quality and remediation programs.

 

Develops and implements work plans making appropriate use of personnel, fiscal and material resources to accomplish objectives and sets priorities with staff to accomplish work plans and react to crisis situations or projects of immediate concern.

 

-         Supervises and monitors staff activities as they relate to work plan projection and adherence to standard engineering practices, State and federal policies, plans, laws, guidance, procedures and regulations.

 

-         Prepares or provides input on the management of routine and complex projects.

 

-         Coordinates technical assistance activities with government officials, engineering consultants and the general public.

 

-         Oversees the administration of personnel policies and procedures as it relates to their organizational unit.

 

-         Reviews and directs the hiring and training of staff.

 

-         Prepares, develops and monitors operating budgets and approves expenditures.

 

-         Establishes criteria to prioritize compliance efforts, standards for compliance strategy development and procedures for formal legal referral to alleviate existing practices leading to environmental pollution.

 

Develops information to be disseminated to general public or media.

 

Participates in meetings with professional engineers, concerned citizens, public officials, and department staff.

 

Participates in interagency and interstate task forces, representing the Department on special projects or initiatives.

 

Communicates with the media regarding projects and activities.

 

  

MINIMUM QUALIFICATIONS

 

ENVIRONMENTAL ENGINEER 3

 

Promotion:  One year of permanent service as an Environmental Engineer 2 or Environmental Engineer (Civil) 2 and possession of a professional engineer’s license and current registration. 

 

ENVIRONMENTAL ENGINEER 4

 

Promotion:  One year of permanent service as an Environmental Engineer 3 or Environmental Engineer (Civil) 3 and possession of a professional engineer’s license and current registration.

            Positions classified with the parenthetic Civil perform professional engineering work requiring a professional engineering license and serve as design and construction section managers or bureau directors in the central office with responsibility for major facility design, construction, inspection, and related maintenance programs and projects.   Incumbents oversee the planning, design, and preparation of major contracts and estimates for, and supervise the construction and maintenance of, recreational facilities, bridges, drainage structures, dams, buildings, ski lifts and appurtenances, wildlife facilities, roads and trails.  Incumbents have immediate responsibility for contract management and budgeting, codes compliance, and the overall maintenance of facilities, infrastructure, and other real assets.
