Classification Standard

 

            These employees are engaged in determining the suitability of engineering materials for use in construction.  At the higher levels of the series, there is responsibility for developing and modifying tests and for suggesting the establishment and revision of specifications for materials.  Tests are physical in character, as distinguished from the chemical testing procedures which are performed by positions in the Engineering Materials Chemist title Series.   Materials tested include concrete aggregates, cement, sand, gravel, steel, and other construction materials.  Testing procedures are primarily destructive to determine resistance to wear, compression, extension, stress, freezing, thawing, and abrasion.

 

            ENGINEERING MATERIALS ANALYST, assists in the analysis of materials for highway, building, and structural construction and maintenance:  does investigations to develop new tests and to standardize test procedures to reduce testing time and increase test production; investigates field  problems in the use of materials which have proved satisfactory in laboratory analysis but which are reported unsatisfactory in uses; carries out complex and unusually  responsible procedures such as the analysis of samples of materials for composite beams and the design of special concrete mixes; supervises subordinate technical personnel engaged in performing standardized tests and trains them in the necessary procedures; may serve as general assistant to a Senior Engineering Materials Analyst in charge of a major testing unit; may assist in research and development work.  This work is performed under the direction of higher ranking laboratory personnel.  QUALIFICATIONS:  One year of satisfactory service as an Engineering Materials Analyst Trainee.

 

            SENIOR ENGINEERING MATERIALS ANALYST, directs the work of analysts, technicians, and aides in a major unit of the laboratory with responsibility for tests on a particular type of material:  assigns materials for testing; oversees work in progress; determines priority of work; directs retests where indicated by results of first test; spot checks test results; reviews test results to determine that all procedures have been followed and properly reported; supervises the receiving and identification of samples and the keeping of  proper reports and records of tests; checks test reports against specifications; may perform occasional field assignments in connection with determination of suitability of construction materials or modification of test procedures of specifications; supervises and participates in research and development of new tests and procedures.  The phrase, “a major unit”, as used above, may refer to the test work on the following groups of materials:  1) cement, 2) concrete, 3) aggregates, 4) liquid asphalt, 5) paint and protective coatings.  QUALIFICATIONS:  One year of permanent service as Engineering Materials Analyst.

 

            ASSOCIATE ENGINEERING MATERIALS ANALYST, directs the activities of a major section of the materials testing program with responsibility for liaison with suppliers of construction materials and users of such materials:  suggests and develops new testing procedures and apparatus; suggests modification of existing specifications and prepares proposed new specifications; may perform occasional field assignments to determine the suitability of construction materials and need for development of new tests.  QUALIFICATIONS:  Two years of permanent service as Senior Engineering Materials Analyst or Senior Engineering Materials Chemist.

 

            PRINCIPAL ENGINEERING MATERIALS ANALYST, serves as a principal assistant to the Director Engineering Materials with responsibility for the direct supervision and coordination of all phases of chemical and physical testing of construction materials:  acts for the Director in the acceptance or rejection of materials for public works construction; supervises the development of new and improved test procedures, the evaluation of new products, and, the progression of laboratory research projects; prepares and reviews suggested new specifications for construction materials and revises existing specifications; provides coordination of liaison with suppliers of construction materials and users of such materials; in cooperation with the engineering section, may visit construction projects and manufacturing plants to appraise the need for revised materials evaluation or control procedures.  QUALIFICATIONS:  Two years of permanent service as Associate Engineering Materials Analyst or Associate Engineering Materials Chemist.

 

            DIRECTOR ENGINEERING MATERIALS, administers the Department of Transportation engineering materials program, including the physical and chemical testing of construction materials and the analysis of engineering materials problems concerning surveys, design, construction control and maintenance:  approves or rejects materials on the basis of test results; visits construction projects, manufacturing plants, and sources of raw materials to determine the origin of unsatisfactory materials and to advise producers on methods of meeting specifications; directs research work on problems pertaining to materials; testifies at court of claims proceedings in relation to materials specifications and test procedures; represents the department on materials committee of national scope; prepares reports on materials testing for professional societies and technical publications; directs the design, construction, maintenance, and operation of laboratory apparatus and equipment.  QUALIFICATIONS:  Promotion:  Two years of permanent service as a Principal Engineering Materials Analyst.  Open Competitive:  Nine years of experience in engineering or applied chemistry of which five years shall have involved responsible charge of engineering materials work including laboratory testing, design, field sampling and control, and construction inspection.
