Classification Standard

 

 

            Architects in State Service are concerned with the planning, design and construction of a wide variety of building projects.  Assignments may include both new construction and rehabilitation, and range in size from complete development of major facilities to small rehabilitation projects.  Most of the positions in this series are located in the Design and Construction Group of the Office of General Services where the concern with the total building program of the State permits considerable specialization of function and where architects are supported by other professionals and specialists in many related occupations (construction, structural, mechanical, heating and ventilating, electrical, plumbing, and sanitary engineers, equipment specialists, and landscape architects, cost estimators, and specification writers).  In the Design and Construction Group, the primary architectural function involves design of buildings and ancillary facilities.  Also included is the coordination of the efforts of other professionals and specialists in related occupations and professions, including consultant architects, and working with representatives of the client agency for whom the project is being developed.

 

            Architects are also employed in two other major program areas:  (1) as representatives of the operating departments where the work emphasizes planning to maximize functional utility in terms of the agency’s programs and needs; and (2) as representatives of agencies concerned with the maintenance of architectural standards of non-State projects (for example, public housing, local schools, municipal building codes, and hospitals and nursing homes) where the emphasis is on advisory review in connection with State or Federal aid or regulations.

 

            Associate Architect performs highly responsible professional architectural work on building plans and designs:  In the Executive Department, Office of General Services plans and directs the design of major State building projects; supervises subordinate architectural and drafting personnel assigned to the projects; coordinates architectural design activities with other specialties involved in the design and construction of major building projects.  In the Executive Department, Division of Housing and Community Renewal review and approves plans and specifications for the design and construction of various housing projects constructed under the purview of the Division; serves as project advisor on site selection, construction methods and materials and development costs; assures compliance with approved plans and specifications through field inspection; serves as project advisor to local housing authorities; supervises subordinate architectural and drafting personnel; coordinates design work with other Division activities.  Associate Architects also serve various other Departments as staff advisors concerning building construction, rehabilitation, and maintenance and in planning building programs (including rehabilitation and abandonment) based on current and long-range program policy and objectives.  In this capacity they serve as principal advisors to their Departments in all architectural matters and represent their agencies in negotiations with the Office of General Services, the Division of the Budget, consultants and other interested parties.  QUALIFICATIONS:  Possession of a Professional Architect’s license issued by New York State and Promotion:  Two years of permanent service as a Senior Architect; or Open Competitive:  Four years of responsible experience performing advanced and important architectural work on building plans and designs of which at least two years must also have included substantial supervisory responsibility.
