BRIEF DESCRIPTION OF CLASS SERIES

 

            Positions in this title series work with pre-hospital care providers, ambulance services, first response agencies, and Emergency Medical Services (EMS) course sponsors. Incumbents have to administer the certification and inspection program for ambulance services and other pre-hospital medical services; investigate complaints against ambulance services, pre-hospital care personnel, and EMS education training agencies; monitor compliance by certified providers and EMS agencies; review public function and mass gathering applications; and work with local, State, and federal management offices to develop and implement disaster management plans and mutual aid agreements.

 

            These positions are classified at the Department of Health (DOH).

 

DISTINGUISHING CHARACTERISTICS

 

SENIOR EMERGENCY MEDICAL CARE REPRESENTATIVE:  entry level; administer certification and inspection programs for ambulance and other pre-hospital medical services, including investigating complaints.

 

HEALTH PROGRAM ADMINISTRATOR 1 (EMERGENCY MEDICAL CARE):  advanced performance level and/or first supervisory level; manage the collection and analysis of data received from EMS agencies via the Pre-hospital Care Report (PCR); develop amendments to statutes and regulations relating to mandated patient care data.

 

ILLUSTRATIVE DUTIES

 

SENIOR EMERGENCY MEDICAL CARE REPRESENTATIVE

 

Administer the certification and inspection program for ambulance services and other pre-hospital medical services under Article 30 of the Public Health Law.

 

·         Issue permits and perform inspections relative to Part 18 (Mass Gatherings) of the Public Health Law.

·         Work with pre-hospital care providers, ambulance services, first response agencies and EMS course sponsors, hospitals and Regional EMS organizations.

·         Audit EMS courses and certified instructors and candidates.

·         Perform initial certifications and re-certifications surveys of ambulance agencies.

·         Perform duties relating to examination development and testing process for EMTs.

·         Work with local, State, and federal management offices to develop and implement disaster management plans and mutual aid agreements.

·         Respond to EMS agencies and the public relative to regulations.

·         Provide technical assistance and guidance to providers.

 

Investigate complaints against ambulance services, pre-hospital care personnel, and EMS education training agencies.

 

·         Monitor compliance by certified providers and EMS training agencies.

·         Review public function and mass gathering applications.

·         Investigate EMT applicants with criminal background.

·         Represent the Department of Health at Regional EMC Council, Emergency Medical Advisory Committee and Trauma Advisory Committee meetings.

 

HEALTH PROGRAM ADMINISTRATOR 1 (EMERGENCY MEDICAL CARE)

 

Perform any of the duties as listed above for Senior Emergency Medical Care Representatives.

 

Review and develop amendments to statute and regulations relating to pre-hospital and trauma service.

 

·         Develop and implement appropriate EMS and trauma codes.

·         Develop and implement computer-based systems used to manage extensive databases.

 

May manage the collection and analysis of data received from EMS agencies via the Pre-hospital Care Report (PCR).

 

·         Oversee the contractors used to distribute and collect PCR data, and data entry of the PCR.

·         Analyze PCR data for monitoring trends in pre-hospital care and patient quality indicators.

·         Oversee the provision of Statewide, regional, and county data sets to appropriate parties, and make recommendations concerning the provision of patient care.

 

May supervise subordinate staff.

 

·         Provide supervision, guidance, and oversight to subordinate staff, and intervene and resolve problems as necessary.

·         Determine and oversee staff assignments. 

·         Approve leave and track time and attendance.

·         Review, monitor, and evaluate staff performance. 

·         Complete performance evaluations.

·         Identify training needs and arrange for provision of training.

·         Manage and direct program activities by setting priorities and deadlines.

·         Provide guidance and consultation regarding EMS regulatory and procedural issues.

·         Ensure inspection reports clearly describe deficiency findings and are consistent with standards of EMS professional practice and established protocols.

 

MINIMUM QUALIFICATIONS

 

SENIOR EMERGENCY MEDICAL CARE REPRESENTATIVE

 

Open-Competitive: Current certification by the New York State Department of Health as an emergency medical technician-basic or as an emergency medical technician-intermediate; AND four years of administrative experience in an emergency medical services program.  Acceptable administrative experience includes work as a professional emergency medical services planner, county or regional emergency medical administrator/coordinator, administrator's or officer's position with an ambulance squad, or emergency medical service educator or trainer.  Direct emergency medical services experience in an ambulance service or advanced support-first response service may be credited on a month for month basis for up to two years of the required experience. College study may be substituted for up to two years of the required experience at the rate of 30 credit hours for one year of experience.

 

HEALTH PROGRAM ADMINISTRATOR 1 (EMC)

 

Promotion: one  year of service in a position at full-performance level allocated to Grade 18 or higher; AND current New York State Department of Health certification as Emergency Medical Technician at the time of interview and continuously thereafter.
