Classification Standard

 

 

BRIEF DESCRIPTION OF CLASS

 

Dental Program Coordinators plan, design, and implement Statewide or regional preventive dentistry programs.  Incumbents are responsible for: monitoring and evaluating the effectiveness of program activities; serving as consultants to other local health care programs by providing training and professional direction to administrative local heath and school health personnel and various community health interest groups; and integrating the epidemiological approach with the dental hygiene practice to make fundamental decisions about care at the level of the population as a whole.

 

Positions are classified only in the NYS Department of Health.

 

DISTINGUISHING CHARACTERISTICS

 

Dental Program Coordinator: full performance level; responsible for all program management and health education activities related to preventative dentistry programs; and responsible for evaluating the effectiveness of such programs.

 

RELATED CLASSES

 

Dental Services Review Assistants 1 and 2 review the appropriateness of dental services and claims for payment by the Medical Assistance Program.  These positions exist in the NYS Department of Healths Office of Health Insurance Programs.

 

Public Health Program Nurses provide oversight and evaluation of public health and other preventive and primary care services in the areas of quality of care, program management, and efficiency.  They develop standards for operation of programs and conduct needs assessments and community diagnosis to target program areas.  They also provide technical assistance to regional and community programs, conduct workshops to improve provider performance and coordinate activities with other public health agencies at national, state and local events.

 

ILLUSTRATIVE DUTIES

 

Plan, design, and implement Statewide or regional preventive dentistry programs.

 

-          Evaluate the effectiveness of preventive dentistry programs by assessing local oral health services and cost effectiveness of community based oral health interventions.

 

-          Assess pattern of dental health service delivery and content of oral health services against community needs.

 

-          Establish, evaluate, and monitor oral health program activities; implement quality assurance, monitoring, and improvement measures to strengthen and integrate oral health programs. Oversee contract management.

 

-          Serve as a consultant to local health care programs.

 

Provide training and professional direction to administrative local heath departments, school health personnel, and various community health interest groups.

 

-          Analyze, use, and apply oral health surveillance, community demographic and environmental data, and community health assessments to identify issues and possible approaches to target preventive oral health activities and respond to episodic situations impacting the community.

 

-          Make presentations to a variety of health service groups, networks, professional organizations, and schools regarding public health / oral health programs and initiatives.

 

-          Represent the Department and its programs at local, Statewide, and national meetings by making presentations and explaining oral health program strategies.

 

-          Plan and implement teaching appropriate to those needs and apply theories relevant to the specific community at risk for poor oral health.

 

Apply clinical knowledge of dental hygiene with population based public health practice to improve the oral health.

 

-          Assess pattern of dental health service delivery and content of oral health services against community needs.

 

-          Identify the dental educational needs of populations at risk and the health professionals providing services.

 

-          Design preventive dentistry service programs utilizing preventive techniques or agents determined to be appropriate for each target group.

 

Assist in planning legislation that creates new programs or expansion of entitlement to current oral health services and regulatory and fiscal incentives.

 

Determine the need for expansion and coordination of surveillance systems for the early detection, tracking, and evaluation of community oral health issues.

           

Develop and implement systems to collect, record, and maintain accessible data regarding the oral health status of target populations.

 

-          Track progress toward NYS oral health objectives.

 

-          Compile and compose statistical reports using data collected on oral health status.

 

Prepare annual progress reports and other miscellaneous reports upon request.

 

MINIMUM QUALIFICATIONS

 

Open Competitive:  a Bachelors Degree in health education, health care, or health administration; and a current license; and registration to practice as a dental hygienist in New York State and four years of dental hygiene experience, two years of which must have been in an administrative or instructional capacity in a clinical setting, higher education program, or preventative health program.

 

Substitution:  a Masters Degree in health education, health care or health administration may be substituted for one year of the general (non- administrative or instructional) experience.
