BRIEF DESCRIPTION OF CLASS SERIES
License Investigators perform field investigations and inspections related to the administration and enforcement of the laws, rules and regulations governing occupations licensed by the Department of State (DOS). License Investigators are found in DOS only.
LICENSE INVESTIGATOR 1: entry level; performs the full range of investigative activities.
LICENSE INVESTIGATOR 2: first supervisory level; personally conducts more difficult or sensitive investigations.
LICENSE INVESTIGATOR 3: second supervisory level; directs the enforcement program in a district office; personally handles precedent setting cases.
LICENSE INVESTIGATOR 4: manages the enforcement program in either the upstate or downstate region.
LICENSE INVESTIGATOR 5: oversees the enforcement program Statewide; and directs all investigators and support staff engaged in enforcing the laws, rules and regulations governing the occupations licensed by DOS.
Unemployment Insurance Investigators conduct field investigations into cases of suspected willful fraud, collusion or other violations of the Unemployment Insurance Law.
Senior Motor Vehicle Investigators perform criminal investigations related to identity verification, fraudulent documents and vehicle theft.
LICENSE INVESTIGATOR 1: investigates complaints by the public against DOS licensees, the background of applicants for licensure and reported or suspected unlicensed activity; reviews assigned cases; plans the scope and method of investigation, gathers and reviews information; interviews complainants and witnesses to gain additional information; takes statements and affidavits; researches legal and financial records; prepares a factual report of information gathered; and may testify at administrative hearings.
LICENSE INVESTIGATOR 2: supervises the field activities of a group of investigators; reviews investigative reports; recommends agency action on each case; ensures that work schedules are kept and investigations are completed in a timely fashion; reviews summary of work reports; prepares affidavits and formal documents required for hearings and criminal prosecutions; arranges for appearance of witnesses and production of documents at hearings; meets with agency legal staff to assist in preparing cases for hearing; conducts inspections of courses by accredited real estate schools to determine whether appropriate records are kept and to ensure course content meets requirements of law, rules and regulations.
LICENSE INVESTIGATOR 3: schedules, organizes and assigns work; reviews new and pending cases for priority and complexity; reviews investigation and inspection reports for accuracy, completeness and consistency; determines whether cases are continued or terminated; refers cases to legal staff for hearings and prepares formal complaint and affidavits; conducts informal office conferences with licensees and their attorneys to resolve complaints and obtain voluntary compliance with the law; maintains contact with licensees and licensee groups to stay current on trends, detect problems, maintain knowledge of trade practices and recommend changes in agency rules, policies and practices; directs public information program; prepares reports of office activities and analyzes statistics to determine trends in regulated trades, workload patterns and patterns of compliance by licensees; personally investigates complaints concerning agency operations or personnel.
LICENSE INVESTIGATOR 4: develops and implements staffing patterns, policies and procedures to accomplish goals of the division within the assigned region; directs staff and guides subordinate supervisors; coordinates the work of the region and supervises the most sensitive cases including those involving large amount of money, influential principals or issues where the applicability of law is not immediately clear; reviews all cases scheduled for hearings; ensures the uniform applicability of division policies; reviews and ensures uniform productivity of all assigned offices; and prepares reports.
LICENSE INVESTIGATOR 5: manages the Enforcement Unit within the Division of Licensing Services; directs customer service operations, complaint review, shop inspections and investigation and enforcement of laws, rules and regulations governing occupations under the oversight of the agency; establishes operating procedures; provides guidance on existing or new laws and policies; and ensures that program goals are met.
LICENSE INVESTIGATOR 1
Open Competitive: four years of experience in a field investigative position requiring the submission of detailed narrative reports. College study may substitute on a year-for-year basis as follows: an Associates Degree for two years; an Associates Degree in criminal justice, police science or criminology for three years of experience; a Bachelors Degree for four years of experience.

Promotion: one year of permanent competitive service as a License Investigator 1.
LICENSE INVESTIGATOR 3
Promotion: one year of permanent competitive service as a License Investigator 2.
LICENSE INVESTIGATOR 4
Promotion: one year of permanent competitive service as a License Investigator 3.
