Classification Standard

 

BRIEF DESCRIPTION OF CLASS

 

Positions in this title oversee, coordinate, and monitor Intermediate Care Facility/Mental Retardation (ICF/MR) surveillance activities.  Incumbents of these positions serve as survey team leaders and conduct quality assurance reviews of survey reports; make final determinations of adverse actions brought against providers surveyed by the Office of Mental Retardation and Developmental Disabilities (OMRDD); provide oversight for staff responsible for certification and surveillance of large Intermediate Care Facilities; and serve as consultant/trainer to the regional office surveillance staff in the conduct of ICF/MR surveys.  Specifically, incumbents use their clinical experience to evaluate the quality of care provided by health care providers, including policies, procedures, and practices of providers to determine whether they are in compliance with State and Federal regulations and support the delivery of quality services.

DISTINGUISHING CHARACTERISTICS

 

INTERMEDIATE CARE FACILITY MENTAL RETARDATION SURVEY COORDINATOR: supervisory level; incumbents perform a variety of administrative activities related to surveillance of developmental centers and continuing care providers and evaluate policies, procedures, and practices of providers to determine whether they are in compliance with State and Federal regulations and support the delivery of quality services.

 

RELATED CLASSES

 

            Standards Compliance Analyst 2, perform various activities in the Quality Assurance process for facilities providing treatment to the mentally disabled.  Review operating certificate applications, serve on site inspection teams, assist applicants in interpreting established regulatory requirements, policies and standards, participate in certification survey activities, prepare written reports on the results of review and inspection activities, and coordinate quality assurance activity within a given geographic area.

 

Hospital Nursing Services Consultant, conduct on-site surveys of health care settings to determine compliance with Federal and State rules and regulations and are responsible for the facilitation of team operations.  More specifically, an incumbent would participate in the assessment of health care programs; serve as a nursing services expert and consultant; testify as an expert witness in litigation proceedings; interpret policies, rules, and regulations; and provide administrative supervision to lower level staff.

 

ILLUSTRATIVE DUTIES

 

Supervise subordinate staff.

 

 

Manage the surveillance of Developmental Centers (DCs) including scheduling, supervising staff, and serving as the team leader for all on site activities related to federally mandated surveys, compliant investigations, and follow up visits.

 

 

Participate in the establishment of benchmarks for complaint processing and develops strategies for complaint cycle time reduction.

 

Participate in the development and implementation of information systems and regional processes to validate the appropriate application of federal and state regulations by staff assigned to surveys of developmental centers, nursing homes and other classes of continuing care providers.

 

Represent the DOH at meetings with community and health care provider groups.

 

May participate in surveys of other types of health care facilities.

 

MINIMUM QUALIFICATIONS

 

Open Competitive:  A Bachelors Degree and one year of professional clinical experience in a program that provides direct care to persons with intellectual or developmental disabilities; and three years of professional experience in the formal, on-site inspection and review of health, mental retardation/developmental disabilities, mental health, or chemical dependency programs for compliance with established laws, rules and regulations and standards.  At least one year of this experience must have been in the review of intermediate care facilities for individuals with intellectual or developmental disabilities.
