BRIEF DESCRIPTION OF CLASS

 

The Director NYSIF Disability Benefits Fund oversees the statewide disability benefits program, which provides temporary cash benefits to an eligible wage earner when disabled by an off-the job illness or injury, and for disabilities arising from pregnancies. The positions exists only in the New York State Insurance Fund.

 

DISTINGUISHING CHARACTERISTICS

 

DIRECTOR NYSIF DISABILITY BENEFITS FUND: one-position class; oversees the activities of the disability benefits fund; plans and directs all disability benefits services.

 

ILLUSTRATIVE DUTIES

 

          DIRECTOR NYSIF DISABILITY BENEFITS FUND: oversees all disability benefits services; directs the education of policyholders in adapting to a changing environment created by continual reforms to workers compensation; meets with representatives of policyholders, industry associations, safety groups, and the Workers Compensation Board district office staff to discuss problems of mutual concern and provide information about the State Insurance Fund policies and practices; monitors office performance to assure operating standards are met;  participates in discussions with executive leadership regarding changes in the laws, rules, policies, and procedures of disability benefits; directs operating standards and procedural requirements for the disability benefits fund; plans and oversees the statewide orientation and training of business managers, department heads, and program staff; supervises staff; reviews problem cases referred by subordinate staff and makes the final disposition on cases where the departments liability exceeds the authorized limits of subordinate staff; represents the agency in sensitive or important disability benefit cases; and oversees enhancements to the disability benefit programs automated systems to ensure the accessibility of policy costs and quotes, claims forms, and benefits information.

 

MINIMUM QUALIFICATIONS

 

          DIRECTOR NYSIF DISABILITY BENEFITS FUND

 

Non-competitive: ten years of professional experience in an insurance industry setting in claims, underwriting, policyholder services, or marketing. Five of the ten years of this professional experience must have included working in the operation of a disability insurance program. Three of the ten years of professional experience also must have included managing or supervising one or more program areas relating to the administration, development, oversight, and implementation of policies and procedures. A bachelors degree may substitute for four years of the general experience.
